Bac Ninh continues cooperation to implement KOICA’s “Employment-linked TVET for the people of vulnerable groups” project

BAC NINH- On January 13, the provincial People’s Committee of Bac Ninh province had a working session with the delegation of Korea International Cooperation Agency (KOICA) to discuss the implementation plan of the project “Employment-linked TVET for the People of vulnerable groups in the war-affected regions and the Youth of Viet Nam, by supporting Vietnam – Korea College of Technology in Bac Giang in talent and skilled labor development”. 

The meeting was chaired by Le Xuan Loi, member of the provincial Party Standing Committee and Vice Chairman of the provincial People’s Committee (PPC).

On behalf of the delegation, KOICA’s Deputy Country Director Song Eun Eui reported on the cooperation process and the project progress as well as implementation plan in the next steps.

KOICA has cooperated with Bac Ninh province and Vietnam-Korea College of Technology (VKTech) to complete many important contents including signing the memorandum of understanding (MOU) and preparing for approval of the project document (PD).

PPC Vice Chairman Le Xuan Loi thanked KOICA’s delegation for their working visit to the province while highly appreciating KOICA’s initiative in preparing for the project since 2023 following the strategic plan of Korean government.

He stressed the project is practically meaningful, which conforms to the orientation for development of technical human resources, meeting the enterprises’ demand for workers, especially Korean-invested enterprises in the province and neighbouring localities.

He requested KOICA to continue accompanying the province’s agencies and VKTech in fulfilling remaining procedures for the project.

Besides, it was urged to provide the province with technical support and international experience and help to connect with businesses, contributing to improving vocational training quality, post-training job placement, human resource development and social welfare in coming time.

The PPC Vice Chairman assigned the Department of Finance to collaborate with related agencies to promptly finalise approval of the project document in accordance with regulations as a foundation to implement following steps. This agency was also requested to allocate annual counterpart fund for implementation of the project.

The Department of Education and Training and Department of Home Affairs were urged to build training curriculum, organize training, develop human resources, and support in post-training job placement so that the project will be carried out effectively, achieving its objectives and adhering strictly to legal regulations.

VKTech, the project owner, should strictly implement the project in accordance with Vietnamese law on management and use of official development assistance (ODA) and the donor’s regulations.
