The delegation was received by Gao Shanwu, Deputy Secretary of the Party Working Committee of the West Coast New Area, and representatives of the Qingdao Pilot Free Trade Zone Administrative Committee and the Qingdao International Economic Cooperation Zone Administrative Committee.

Established in 2019, the Qingdao Free Trade Zone has a planned area of 52 square kilometers and focuses on developing the marine economy, international trade, maritime logistics, advanced manufacturing and modern finance.

The zone has promoted institutional innovation and customs reform, including the use of smart customs clearance platforms to facilitate investment and import-export activities.

At the meeting, Bac Ninh Party Secretary Nguyen Hong Thai said the province is studying a proposal to establish the Gia Binh Free Trade Zone.

He said Qingdao's experience in governance, special policy mechanisms, one-stop services, digitalised customs procedures, logistics development, attracting high-quality investment projects and strengthening supply-chain links could provide useful lessons for Bac Ninh.

Thai praised Qingdao's development model, particularly its focus on institutional reform and the piloting of new mechanisms, as well as its integration of ports, logistics and trade.

The zone's efforts to support businesses, standardise procedures and improve policy predictability also offered valuable experience, he said.

The lessons from Qingdao would provide an important reference for Bac Ninh as it studies and proposes mechanisms suited to local conditions and Vietnam's legal framework, Thai said.

He expressed hope that the two sides would continue to exchange experience and explore cooperation opportunities between Qingdao agencies and businesses and Bac Ninh.

Bac Ninh is ready to welcome and facilitate Qingdao businesses and investors seeking investment and long-term cooperation opportunities in the province, the provincial leader said.

The delegation also conducted a field survey of the Qingdao Free Trade Zone, studying its planning, organisation, management and operations.
