Also attending were Pham Van Thinh, Member of the Standing Board of the city Party Committee and Vice Chairman of the city People’s Committee; representatives of the municipal People’s Council and People’s Committee; members of the delegation; and representatives of relevant departments, agencies and organisations.

Addressing the event, Thai described the trip as producing positive results, with around 45 activities conducted and new opportunities for cooperation and investment opened up for the city.

He stressed that working sessions and signed agreements must be geared toward concrete outcomes.

Relevant agencies and units were asked to review and consolidate the results of the trip, listen to businesses’ concerns, promptly address difficulties and develop a roadmap for implementing the agreed tasks in the period ahead.

Based on the outcomes of the working visit, participants called for continued efforts to maintain and expand cooperation between Bac Ninh and Shandong, as well as other Chinese localities and businesses.

In his concluding remarks, the Secretary of the municipal Party Committee said the trip had fulfilled its objectives and requirements, contributing to expanded cooperation between Bac Ninh and Chinese localities and partners, promoting investment and trade, and enhancing the profile of Bac Ninh’s image, culture and distinctive products.

He acknowledged the recommendations raised at the conference and said he would direct relevant city agencies to study them and provide advice and proposals for implementation in the coming period.

Thai instructed agencies and units to urgently review and translate the issues discussed and agreed upon into concrete actions, clearly identifying responsibilities, lead agencies, timelines and deliverables.

He stressed that agreements and commitments should not remain merely at the stage of initial exchanges.

Key priorities include developing an implementation plan for the Agreement on Establishing Friendship and Cooperation between Bac Ninh and Shandong; maintaining connections with Chinese businesses and business associations; studying the possibility of signing memoranda of understanding with Huatie Group and Zhongguancun Development Group; organising dialogues with Chinese investors; and improving the effectiveness of the China Desk.

He also called for stronger trade promotion and greater support for businesses and cooperatives in bringing Bac Ninh’s OCOP (One Commune One Product) items and other distinctive local products to the Chinese market.

The city will study the model of the Qingdao Free Trade Zone as a reference for the planned development of the Gia Binh Special Economic Zone or Bac Ninh Free Trade Zone.

Emphasising the need to develop transport and urban infrastructure, the city’s Party leader called for the study of China’s experience in multimodal and multi-level transport planning, with integrated connections among logistics hubs, urban areas and industrial parks.

He also highlighted the need to promote integrated, polycentric urban development, create new growth poles, expand the city’s development space and improve residents’ quality of life.

He assigned the Office of the city People’s Committee to serve as the focal point, in coordination with the Office of the city Party Committee, to monitor, hasten and consolidate implementation progress and report on the results.
