Thriving life in disadvantaged areas

BAC GIANG- Coming back to the especially disadvantaged villages and communes, where are home to a large number of ethnic minority people in Luc Ngan district, we could see clearly many changes in appearance of the countryside, which have been gained thanks to effective use of resources to increase people’s income.

The life is changing

Coming to Tan Lap commune in early August, we could drive on the beautiful concreted inter-village and inter-commune roads. Many modern high buildings with Thai-style roofs are loomed behind fruit gardens along the streets.

In recent years, the locality has seen dramatic changes thanks to combining the budget resources in line with engagement and consensus of the people. The household economy has robustly developed. The commune has nearly 2,100 households in 16 villages, most of which maintain from 1 to 2 proper models of lychee, orange and jujube cultivation or livestock. The number of poor households is only 86, accounting for 4.1 percent of the total.

Apart from Tan Lap commune, many other communes of several ethnic minority groups including Phi Dien, Tan Hoa and Bien Son, which had to face numerous difficulties, now see enormous changes in traffic, commercial, service and cultural infrastructure.

The villages and hamlets have re-organised production to strengthen linkage and establish safe and qualified agricultural production areas under guidance of professional units. Thanks to economic development, the locals have built spacious and well-conditioned houses, contributed resources and donated land to expand traffic roads and embellish village streets, improve the environment and maintain cultural and art clubs.

In the new-style rural commune of Kien Lao, over 80 percent of the cultivation land is under good irrigation, which helps farmers to increase productivity and economic values of fruits and vegetable. The annual per-capita income reaches some 43 million VND (1,708 USD) when the poverty rate reduced to 10.9 percent.

Combining resources for effective use

The integrated traffic infrastructure and economic development have brought new vitality in the ethnic minority villages in Luc Ngan district. The face of many mountainous villages has comprehensively changed. The emulative movements have been expanded attracting involvement of a large number of people.

Farmers in Binh Lua village, Bien Son commune earn high income from commercial pigeon farming model.

The communes guided people to concentrate on agricultural commodity production, ecological and experience tourism development associated with harvest seasons of lychee, orange and pomelo.

The district directed the Agriculture and Rural Development Division, the Division for Ethnic Minority Affairs and the district Farmers’ Association to provide farmers with training courses and science and technology transfer to help them enhance knowledge about plantation and livestock.

Previously, Lang Van Muoi in Binh Lua village, Bien Son commune had to manage his living with different jobs when he left his fields to do hire work sometimes; however, he could not earn for a full life due to unstable income. After learning experience 2 years ago, he built a pigeon feeding farm at a scale of 2,000 birds per each litter.

Since having stable job at home, he and his wife do not have to work far from home when traders from Quang Ninh, Hung Yen and Bac Giang city drive directly to their house to purchase their products.

His family earns a profit from 8 to 12 million VND (317.7 to 476.6 USD) per month after deducting all expenses. Besides, his family has cultivated over 10 hectares of lychee, pomelo and sweet orange gaining good income.

According to La Van Nam, Chairman of the district people’s committee, 18 out of 29 communes and towns were recognized as new-style rural areas (including 4 advanced new-style rural communes) and 11 typical villages in Luc Ngan district. The district strives to have 5 more especially disadvantaged villages meeting criteria of new-style rural areas and Tan Son to be recognized as new-style rural commune this year.

Currently, the district people’s committee is directing the villages and communes to effectively utilize investment resources to develop essential infrastructure synchronously and modernly with a focus on building linkage models for economic development and fostering large-scale commodity and organic production. In addition, the district will pay arduous attention to preserving and promoting traditional cultural values of ethnic minority people.
