Bac Giang improves public services thanks to digitization
Bac Giang—The digitization of records and results related to administrative procedures is one of the important solutions to improve the efficiency of state management agencies’ operations. The provincial Public Administrative Service Center has been actively collaborating with various departments and agencies to implement digitization, enabling individuals and organizations to access public services more quickly and conveniently.
Thanks to proactive preparations, Bac Giang province began digitization of administrative records at the center in early 2022, six months ahead of schedule. The center now processes and delivers results for 1,654 administrative procedures from 21 departments and agencies, with over 80% available online.

To streamline data management, the Chairman of the provincial People's Committee approved 240 administrative procedures to be conducted through a "five-step electronic process" (including online receipt, appraisal, approval, digital signature, and result delivery). So far, more than 1,100 dossiers have been digitalised.
Publicly available data from the National Public Service Portal shows that Bac Giang ranks high nationwide in digitization for indicators assessing service quality and responsiveness to citizens and businesses in administrative procedures. Specifically, the province has achieved a digitization rate of 90.26% for administrative records, with 84.42% of documents processed online, and 81.33% of digitalized data reused.
Currently, 100% of citizens and businesses using online services are identified and authenticated in the systems of all government levels, from central to local. This ensures that both input documents and electronic results are securely stored in their own electronic data management systems on the Public Service Portal.
This not only updates and enriches information for the National Population Database but also facilitates the reuse of previously digitized data for future administrative processes. Since the start of the year, the center has received over 497,000 applications for administrative procedures, with 90% submitted online.
The digitization of administrative records has proven effective, significantly reducing paperwork and costs. To maintain these positive results through the end of 2024, the center will continue to utilize the outcomes of administrative procedures within the province's information system, ensuring that citizens and businesses do not need to resubmit already digitized information. Additionally, it plans to upgrade its equipment to support ongoing digital transformation and administrative reform efforts.
