Bac Giang leader urges environmental protection, land clearance for key projects

Focusing on forest land management, waste treatment
Participants discussed measures to address limitations in social-economic development over the past time. They said there are no measures to fully deal with the discharge of garbage on canals, causing environmental pollution. The legal violations in forestry are still occurring, including the land forest dispute in Khe Tau area, which is located between Phu Nhuan commune (Luc Ngan) and Yen Dinh (Son Dong). Given the fact, Vice Chairman of the provincial People’s Committee Duong Van Thai requested districts having forest land to improve the management work and promptly address any infringements to avoid the appearance of hotspots.
Luc Ngan and Son Dong districts in particular must increase communication campaigns to encourage people to seriously implement regulations on forest protection. Households are not allowed to grow or destroy forest on the disputed areas in Khe Tau. Violations will be handled according to law.
Regarding the discharge of trash on the canals, Vice Chairwoman of the provincial People’s Committee Nguyen Thi Thu Ha asked irrigation companies to quickly collect garbage to serve agricultural production. The province plans to draw investment in building a waste treatment factory by burning garbage to generate electricity. When the factory is put into operation, communes will collect hygiene fees according to regulations to maintain the operation of waste collection teams. The People’s Committees of districts are responsible for building transit dump stations and arranging capital for transporting garbage to the treatment area. The provincial People’s Committee will give financial support for the waste burning at the factory.
Prioritizing land clearance for key projects

At the meeting, Chairman Nguyen Van Linh said all departments and sectors need to assist businesses with land clearance compensation. This year, the province has cleared up over 2,000 hectares of land to implement investment projects, including Tay Yen Tu spiritual – cultural park (Son Dong), An Phuc Vien cemetery park (Luc Nam), and some resettlement projects.
However, the compensation for land clearance is still facing difficulties due to the disagreement from several locals and the inactive involvement of local authorities. For example, the provincial Land Fund Development Centre has measured the entry to the An Phuc Vien cemetery park - the section connecting with the provincial road 293. It has made a detailed plan suggesting the People’s Committee in Cuong Son commune coordinate in measuring forest and perennial tree areas. However, the commune has not yet entrusted its working group to define boundaries so far.
To speed up the implementation of projects, the Chairman of the provincial People’s Committee requested districts to instruct their communes to increase communication campaigns to gain public consensus. Local authorities need to work with businesses to compensate for land clearance for locals and create clean land funds for investors.
Regarding the implementation of the key missions in May, Chairman Nguyen Van Linh asked the all-level administrations to focus on settling debts in infrastructure construction while promptly kicking off projects as scheduled and registering construction projects under the build-transfer (BT) form with a roadmap until 2020 before June this year. He also ordered measures to prevent flood and improve traffic safety and land management, and strictly punish illegal soil, sand and land exploiters.
