Bac Ninh makes final push for growth target of 12.5 percent

BAC NINH- Bac Ninh is striving to achieve the growth target of 12.5 percent in 2026. While its GRDP growth rate reached 10.56 percent in the first half, it needs to make a major push to accomplish the goal in the final months of this year.

Looking back the economic result in the first 6 months, the positive GRDP growth rate of 10.56 percent brought Bac Ninh to the 6th position nationwide and in the group of 9 localities with double-digit growth.

Its growth rate increases quarterly, particularly it saw a surge of 9.88 percent in Q1 and 11.24 percent in Q2.

Industrial and construction sector remains it role as the main growth driver at an increase of 12.55 percent while service sector increased by 8.18 percent, agricultural, forestry and fishery sectors increased by 0.4 percent.

The figures in July showed remarkable developments. Over the first 7 months, the index of industrial production (IIP) increased by 19.6 percent, when the industrial production value reached approximately 1.9 quadrillion VND, up 16.32 percent.

Export revenue reached 62.7 billion USD, an increase of 29 percent, while total import and export turnover reached 128.2 billion USD. These figures underscore that industrial sector must retain its role as the driving force in the final sprint.

Bac Ninh is possible to take a further step in its governance, not only by assigning growth scenarios to individual sectors, but also following up enterprises and projects that make major contributions to GRDP, quantifying their potential for additional output, and promptly resolving obstacles in their authority.

For an economy with 71.93 percent of GRDP structure contributed by industrial sector, resources must be concentrated on areas with greatest potential to generate additional value.

The 2nd largest room is for construction and investment sectors. The construction value achieved 41.362 trillion VND (1.6 billion USD) in the first 6 months, equivalent to 33 percent of the year target.

Meanwhile, Bac Ninh is implementing infrastructure projects including 102 social housing, 47 commercial housing and 182 urban and residential area projects.

Disbursement for public investment reached over 8.168 trillion VND (311 million USD) by the end of July, 52.6 percent against the assigned target by Prime Minister.

The gap between potential and results in construction sector shows that it could be one of the areas with the greatest potential to generate a rapid boost in growth.

But the key concern is not simply how much funding can be disbursed; more importantly, financial resources must be transferred into tangible volume on construction sites, while infrastructure development must continue to attract social investment and bring new productive capacity into the economy.

In line with securing the momentum of industrial sector, it is necessary to consider removing obstacles facing businesses and project a growth driver.

Besides, good administration is also a resource. Faster administrative procedure reform, better collaboration among departments or a right-time decision making can create the same values as capital supplementation.

Public investment should be approached in the same way. The goal should not simply be set to achieve 100-percent disbursement rate, but to prioritize projects with strong spreading effects and focus resources on resolving key bottlenecks related to land clearance, construction materials, administrative procedures and project execution.

When every unit of public investment helps to open a new transportation route, unlock the potential of an industrial park and an urban area or mobilize multiple private capital, it can generate greater growth efficiency.

Bac Ninh is entering a new phase of development. This new position requires higher-quality governance, a more attractive investment environment, more modern infrastructure and greater appeal to businesses and capital flows.

The final sprint for the growth target of 12.5 percent needs speed, but speed must never come at the expense of quality.

High growth can bring true values only when businesses become stronger, productivity increases, the environment is protected, people have better jobs and incomes, and their quality of life improves.

Bac Ninh does not lack of resources. What we need to bear in mind in the remaining months are which resources have yet to be fully unlocked, which capital flows remain constrained, which projects could move faster, what additional production capacity can be brought into operation and what the government apparatus can resolve immediately.

If these critical points are identified and resolved with the same determination demonstrated in the story of Gia Binh project, Bac Ninh will have a solid foundation to mobilize all efforts for the 12.5-percent growth target.

More importantly, what are unlocked during the 2026 final sprint will not merely generate additional growth for a single year, they will become growth drivers for many years to come.
