The project will cover about 4.5 hectares in the expanded Pho Moi urban centre, formerly Que Vo town and now part of Phuong Lieu Ward. About 3.77 hectares will be used for social housing and 0.73 hectares for connecting roads.

It will include three 19-storey apartment buildings with about 1,272 social housing units, providing accommodation for around 3,798 people. The project will also have 52 five-storey commercial houses, accommodating about 182 people.

The project will include supporting infrastructure such as power and water supply, drainage, fire prevention and fighting systems, telecommunications, landscaping and parking facilities.

The project is expected to operate for 50 years and be completed within 48 months.
