Bac Ninh seeks to become global high-tech supply chain hub

Updated: 20:33, 05/11/2026

BAC NINH - The Vietnam Chamber of Commerce and Industry (VCCI), in collaboration with Business Forum Magazine and the organisers of the Vietnam Industrial and Manufacturing Exhibition, held the Bac Ninh Industry Forum 2026 under the theme “Building a Global High-Tech Supply Chain Hub”.

The event on November 4 brought together Pham Van Thinh, Vice Chairman of the Bac Ninh Municipal People's Committee; Hoang Quang Phong, Vice Chairman of VCCI; representatives of central government agencies, local departments, international trade and investment promotion organisations, and domestic and foreign businesses.

Vice Chairman of the Bac Ninh Municipal People's Committee Pham Van Thinh speaks at the event.

In his opening remarks, Vice Chairman of VCCI said Vietnam could move beyond its role as an assembly base to become a regional centre for technological development, product innovation and supply chain leadership by increasing localisation rates, strengthening technological capabilities and enabling Vietnamese companies to participate more deeply in design, research and development.

Bac Ninh, known as one of Vietnam's leading centres for electronics and high-tech manufacturing, has significant advantages in pursuing this ambition, he said.

The province's expanded economic structure following its merger could help create a more sustainable, multi-centred economy, with different areas leveraging their strengths while contributing to shared value chains, Phong added.

He called on delegates to discuss ways to strengthen Bac Ninh's position in global high-tech supply chains, restructure supply networks and improve links between foreign-invested enterprises and Vietnamese suppliers.

Delegates take part in the discussion.

A representative of the Foreign Investment Agency under the Ministry of Finance also outlined Vietnam's socio-economic development and the need to adjust its foreign direct investment (FDI) attraction strategy amid global supply chain restructuring.

Takahiro Kono, Project Director at the Japan External Trade Organization (JETRO)'s Hanoi office, presented trends among Japanese businesses operating in Vietnam and Bac Ninh.

According to JETRO figures presented at the forum, 56.9% of Japanese companies in Vietnam plan to expand their operations over the next one to two years, up 0.8 percentage points from the previous year.

Japanese investment in Bac Ninh has also gained momentum. Of the 3,108 newly licensed Japanese investment projects in Vietnam between January and September 2026, nearly 300 were located in Bac Ninh, making it the country's third-largest destination for Japanese projects, after Ho Chi Minh City and Hanoi.

Dinh Nam Thang, Deputy Head of the Bac Ninh Industrial Parks Management Board, said industrial parks were evolving beyond manufacturing sites into integrated ecosystems combining production, technology, innovation and globally competitive value chains.

He said land availability, location and infrastructure remained important for attracting investors but were no longer sufficient to secure long-term competitiveness. Businesses also needed access to technology, skilled labour, suppliers, logistics, energy and support services.

Speaking at the forum, Vice Chairman Pham Van Thinh highlighted the city's economic growth and investment performance during the first nine months of 2026, describing Bac Ninh as an attractive destination for investors.

The city is accelerating land clearance to prepare sites for industrial development and prioritising large-scale projects in artificial intelligence (AI) and semiconductor manufacturing.

Despite rising electricity demand, power supplies remain stable, supported partly by Bac Ninh's leading position in rooftop solar development, he said.

Bac Ninh City People's Committee Vice Chairman Pham Van Thinh presents the establishment decision and flowers to congratulate the ROBOT and UAV Business Association.

Thinh also highlighted the city's transport infrastructure, including railways and waterways, which help reduce pressure on roads and lower logistics costs. Construction of Gia Binh Airport is being accelerated ahead of its planned operation.

To meet businesses' recruitment needs, the city is also preparing a skilled workforce. Its People's Council has approved support for students pursuing studies in semiconductors, semiconductor-related technologies and electronics.

The municipal leader reaffirmed the city's commitment to supporting investors and addressing business difficulties promptly and within the law.

The forum also featured discussions on high-tech industry development, smart industrial ecosystems and global resource connectivity, alongside the launch of the Robot and UAV Business Association.
