Bac Ninh sharpens focus on high-quality foreign investment
BAC NINH - The northern industrial hub of Bac Ninh is raising the quality of its investment attraction strategy as the country shifts from prioritising the volume of foreign direct investment (FDI) to projects driven by technology, innovation and sustainable growth, in line with the Politburo's Resolution No. 10 on foreign-invested economic development issued on June 8.
The policy comes as Bac Ninh continues to attract expansion from multinational manufacturers despite global economic uncertainty. Companies already operating in the province are increasing production capacity, underscoring confidence in the local investment environment.

The factory of Legend Bright Circuit Technology (Vietnam) Co., Ltd. is preparing to begin operations. |
MPT Solution Vietnam, an electronics plastic components manufacturer in Que Vo Industrial Park, plans to build an additional production facility in late 2026 or early 2027 after receiving new orders.
The company employs more than 1,300 workers and reported revenue of over 80.8 million USD in 2025. It is also seeking provincial support, particularly in recruiting workers to support its expansion.
Legend Bright Vietnam, a producer of printed circuit boards in Gia Binh II Industrial Park, is also expanding. Its factory, built with an initial investment of nearly 74 million USD, has largely completed construction and is preparing to install production equipment before trial operations.
The company plans to inject an additional 34 million USD, increasing total investment to 108 million USD. Company executives attributed the rapid project progress to streamlined administrative procedures and support from provincial authorities.
The expansion plans reflect broader investment momentum in Bac Ninh. During the first six months of 2026, the province attracted investment worth more than 9.86 billion USD, including 177 newly licensed FDI projects with registered capital of 708.76 million USD and 149 existing foreign-invested projects that increased capital by 1.63 billion USD.
Bac Ninh ranked fourth nationwide in FDI attraction, behind Thai Nguyen, Ho Chi Minh City and Hanoi.
Provincial officials said the figures demonstrate sustained confidence among foreign investors, supported by continuous improvements in governance and the business environment.
Bac Ninh was ranked among Vietnam's top five provinces and cities for governance quality in 2025 by the Vietnam Chamber of Commerce and Industry (VCCI).
Authorities have also intensified direct engagement with businesses, organising meetings to resolve investment bottlenecks and accelerate project implementation.
Rather than competing for investment at any cost, Bac Ninh has adopted a selective approach that prioritises environmentally friendly, high-value projects.
Under its "one no, two less, three high" policy, the province rejects polluting industries, favours projects requiring less land and labour, and seeks investments featuring advanced technology, high capital intensity and stronger economic efficiency.
Authorities have also focused on preparing industrial land, developing skilled labour and improving investor services.

The province has already established itself as one of Vietnam's leading electronics manufacturing centres, hosting global technology companies including Samsung, Canon, Foxconn, Amkor, Hana Micron and Goertek.
These companies have become key contributors to exports, economic growth, government revenue and employment while supporting technology transfer and the development of a large industrial ecosystem.
Looking ahead, provincial authorities plan to align investment promotion with the national strategy by targeting sectors such as semiconductors, next-generation electronics, artificial intelligence, digital data, research and development, high-tech supporting industries, green technology and the circular economy.
Bac Ninh also plans to develop smart, green industrial parks and strengthen its skilled workforce, positioning itself as a regional centre for high-tech manufacturing and innovation.
