Bac Ninh realizes growth target in early 2026

BAC NINH – The northern industrial hub Bac Ninh has set an economic growth target of 12.5 - 13% for 2026, aiming to lay the groundwork for sustained double-digit expansion throughout 2026–2030.

Positive signals

To achieve the goal, the province has rolled out measures from the very start of the year, adopting what officials described as a decisive and urgent approach to avoid delays and maximize results.

According to the provincial Department of Finance, implementation plans have been drafted in line with the government’s Resolution 01/NQ-CP dated January 8, 2026 and resolutions issued by the provincial Party Committee and People’s Council. The Department has advised the provincial People’s Committee on a detailed growth scenario, assigning specific responsibilities to each sector and agency.

For the first quarter of 2026, Bac Ninh is targeting growth of 13.71%, with the industrial sector projected to expand 16.17% year-on-year. Early indicators point to positive momentum.

Industrial production continues to serve as the primary growth driver. Industrial output, measured at current prices, is estimated at 234.9 trillion VND (about 9 billion USD), up 39% from a year earlier.

The manufacture of electronic products, computers and optical devices remains the backbone of the sector, supported by major investors including Samsung, Goertek, Luxshare, Hana Micron and Foxconn-affiliated companies.

Spillover effects from these global manufacturers have helped attract new capital inflows and encourage business expansion. In January alone, Bac Ninh licensed 21 new projects and approved capital increases for 22 existing projects, with total registered and additional capital exceeding 525 million USD.

Public investment has also been identified as a key growth catalyst. The province has accelerated the allocation and disbursement of its 2026 public investment plan, particularly for priority and urgent projects in transport, healthcare, education and essential infrastructure.

Total public investment capital under provincial management this year exceeds 16.5 trillion VND. Project owners are now implementing works in line with assigned funding plans.

Trade activity has maintained strong momentum. In January, total import-export turnover was estimated at 17.6 billion USD, including 9.2 billion USD in exports and 8.4 billion USD in imports. These initial results provide a foundation for meeting first-quarter and full-year growth targets, officials said.

Fast-tracking key projects

Construction of infrastructure for Phase II of Que Vo Industrial Park is being accelerated.

The year 2026 marks the first year of implementing resolutions adopted at the 14th National Party Congress and the first Congress of the Bac Ninh provincial Party Committee. Amid a mix of opportunities and challenges, the province has moved swiftly to carry out tasks aligned with central government directives, with economic growth a central focus.

Building on January’s results, Bac Ninh plans to further accelerate infrastructure investment to strengthen its appeal to investors. Despite the approaching Lunar New Year holiday, work continues at several major projects, including Gia Binh International Airport and related developments, phase II of Que Vo Industrial Park, social housing in Nenh ward, and the VSIP industrial park.

Projects linked to Gia Binh International Airport have received particular attention. A standing task force led directly by provincial leaders has been established to promptly address emerging issues.

In 2026, the Department of Construction will continue overseeing these projects while advancing upgrades and expansions of key transport routes, including provincial roads 293 and 291, and constructing Van Ha and Ha Bac bridges to enhance connectivity with major industrial zones.

The Department of Finance is finalizing adjustments to the provincial master plan for submission to competent authorities, forming the basis for mobilizing resources and ensuring effective planning management. The Department is also working to resolve prolonged and delayed projects.

In agriculture and environment, the provincial Department of Agriculture and Environment said it will implement policies on natural resources, minerals and agro-forestry-fishery production, while drafting a 2026–2030 agricultural and rural development program. Efforts will focus on improving the quality of lychee products and expanding the number of certified “One Commune, One Product” (OCOP) items.

At the grassroots level, local authorities have also set ambitious targets. Van Ha ward, for example, aims to achieve 21% growth in product value at constant prices in 2026. The ward plans to complete site clearance for key projects, including infrastructure investment for Tien Son–Ninh Son Industrial Park (phase I), Trung Son–Ninh Son Industrial Cluster and connecting roads and urban areas.

Alongside investment measures, Bac Ninh is pursuing comprehensive administrative reform and flexible, innovation-driven economic management tailored to practical conditions. Authorities have pledged to improve the business environment, enhance investment quality and expand public services beyond administrative boundaries.

With strong commitment from provincial leaders down to local administrations, and bolstered by encouraging early-year indicators, Bac Ninh expects to meet its first-quarter targets and achieve its full-year growth scenario, reinforcing momentum for socio-economic development throughout the 2026–2030 period.
