On August 10, Pham Van Thinh, Vice Chairman of the Bac Ninh provincial People's Committee (PPC), met with Hana Micro Vina at Van Trung Industrial Park in Nenh Ward, together with provincial officials and representatives of universities and colleges, to review the company's operations and discuss measures to support its business expansion.

At the meeting, Chung Won Seok, the company's General Director, asked the provincial authorities to resolve delays in disbursing investment support funds for 2024 and consider special military service arrangements for key technical personnel in the semiconductor industry.

The company also proposed expanding the domestic supply chain, considering reductions in import tariffs on components, strengthening recruitment links between businesses and educational institutions to train highly skilled workers, improving the quality of water supplied to the industrial park, and upgrading transport infrastructure to ease congestion on roads and entrances to the park.

The PPC Vice Chairman Pham Van Thinh directly addressed several of the company's proposals. Regarding the investment support funds, he said the province would send a document to the government this week, stressing that Hana Micro Vina plays an important role in the semiconductor industry and needs support to increase resources, invest in machinery and equipment, and expand production.

On military service requirements for technical personnel, the province will ask relevant agencies to review regulations on exemptions and deferments for key technical workers at businesses, study South Korea's experience and provide the company with guidance in line with regulations, he said.

The provincial leader asked the company to provide a list of personnel holding key and essential positions so that local military service councils could consider support within their authority.

To develop the domestic supply chain, he asked Hana Micro Vina to provide a list of imported raw materials and components, where disclosure would not affect technological confidentiality, so that the province and the Management Board of Industrial Parks could identify and introduce capable domestic suppliers.

The company was also encouraged to introduce suitable investors and suppliers, while the province would study ways to support and facilitate their projects in Bac Ninh, he said.

Regarding import tariffs on components and spare parts used for testing, the PPC Vice Chairman requested the company to provide detailed information on the items and applicable tariff rates.

Relevant agencies will review the matter and, if existing tax policies are found to be inappropriate, submit proposals to the provincial People's Committee for consideration by competent authorities for both Hana Micro Vina and other companies in the same sector.

The provincial authorities will also coordinate with the company to address issues related to workforce training, clean water, transport infrastructure, environmental sanitation and public lighting.

Representatives of universities and colleges and Hana Micro Vina discussed training scale and fields, and agreed to develop direct working plans to leverage their respective strengths in training and receiving interns, with the aim of developing a high-quality workforce for the semiconductor industry.
