After nearly three decades since the re-establishment of Bac Giang and Bac Ninh provinces, the Kinh Bac region has built a solid foundation for development.

From starting points that were relatively low, with economies mainly based on agriculture, Bac Giang and Bac Ninh have risen to become dynamic growth poles in northern Vietnam.

Industry has developed strongly in a modern direction; many large-scale industrial parks have been established; exports have consistently ranked among the leading groups in the country.

The region has attracted numerous major global corporations for production and business investment. Economic size, infrastructure systems, urbanisation rate, integration capacity, and people’s living standards have all undergone profound changes.

The merger of the two provinces into the new Bac Ninh province from July 1, 2025 continues to create new strength and momentum, opening up broader development space for the next stage.

These achievements show that Bac Ninh is entering a new phase of development.

With a rapidly growing population, accelerating urbanisation, and increasingly strong flows of investment, technology, logistics, and high-quality human resources, the traditional development model is gradually revealing its limitations.

To continue breaking through, Bac Ninh needs a broader, more synchronised, and more modern development space.

This is also the core spirit of the proposal submitted to the Politburo: opening a new development space to create new growth momentum.

This space is expanded through regional planning of the economy, urban areas, culture, infrastructure, and services of the new Bac Ninh province; while also facilitating stronger regional linkages with neighbouring localities.

This includes a space of regional connectivity; and a space of strategic infrastructure, high-tech industry, modern logistics, digital economy, innovation, and modern urban governance.

This space is gradually taking shape through regional transport corridors, high-tech industrial parks, logistics centres, Gia Binh International Airport, and increasingly tight linkages between Bac Ninh and Hanoi, Hai Phong, Quang Ninh, and other localities in the region.

The goals set in the proposal are built on practical development achievements confirmed over many years.

Bac Ninh has currently met all seven criteria required for a centrally governed city. Indicators such as population size, natural area, urbanisation rate, economic structure, and development level reflect the province’s real development capacity.

As development space expands, the economy grows larger, urbanisation accelerates, and regional linkages deepen, requirements for governance capacity, planning quality, resource efficiency, and public service quality are also raised to a higher level.

Most importantly, development achievements must be brought closer to the people so that everyone can truly benefit from the values of growth.

Bac Ninh has advantages in industry, geographical location, infrastructure connectivity, and investment attraction. However, the long-term appeal of this land lies in the cultural depth of Kinh Bac.

This aspiration requires strong determination from the entire political system; a spirit of innovation and bold action from the cadre team; the support of the business community; and the consensus of the people.
