The project aims to transform the West Lake area into a sustainable cultural, tourism and creative economy hub of Ha Noi.

It will promote the effective use of the lake’s unique landscape, historical, cultural and ecological values while strengthening connections with the Old Quarter, the old streets, and the Red River space.

The project is expected to improve residents’ quality of life, support socio-economic development, and enhance the image and position of the capital, in line with the Capital Master Plan with a 100-year vision and other relevant planning orientations.

The total planning study area covers about 567.75 hectares, including 520.9 hectares of West Lake water surface, which will remain unchanged, and 46.85 hectares of land, including several smaller lakes.

A key component of the project is the renovation and upgrading of the approximately 13.5km road surrounding West Lake.

Some sections will be widened to a cross-section of about 21m, while other sections will be expanded in accordance with approved plans and actual conditions.

Road expansion will not encroach on existing residential areas. Design solutions will ensure technical standards, urban landscape, and environmental protection, including waste collection and prevention systems in expanded sections of the lake.

Public squares, lakeside viewing platforms, pedestrian bridges, boat piers, parks, flower gardens, underground car parks combined with service facilities and environmental protection works will also be built in line with planning requirements.

The entire project is scheduled for completion by 2030.

Phase 1, from the third quarter of 2026 to the fourth quarter of 2028, will focus on upgrading the road and the construction of landscape platforms, with the Quang An section expected to be completed by the third quarter of 2027.

Phase 2, running from the first quarter of 2027 to the fourth quarter of 2030, will involve the synchronous construction of infrastructure, landscapes, and parks in accordance with the approved plan.

The PPP project is expected to use a BT contract, with payment made through land assets. The investor will be selected under a special mechanism. The preliminary total investment is estimated at 30,151 billion VND.
