Bac Giang builds synchronous infrastructure, landscape in industrial zones

The IP Infrastructure Development Company is responsible for managing, operating IPs and implementing infrastructure projects at Dinh Tram IP and the northern part of Song Khe-Noi Hoang IP. To date, the Dinh Tram IP is filled with over 100 operating businesses. In line with its role and function, the company conducts regular checks and maintenance of technical infrastructure to meet its customers’ demand.
The company is currently conducting investment projects to upgrade pavements and complete IP infrastructure, and upgrade a concentrated wastewater treatment station to be complete and put into use in 2018.
Under the project to upgrade technical infrastructure in the northern part of Song Khe-Noi Ham IP, the company is paving the pavement, planting trees, and building a wastewater treatment station and internal roads as scheduled. It is reported that more than 40ha of land in the IP was cleared. The IP has to date attracted 17 investors.
Meanwhile, the Bac Giang Fuji Development JSC is in charge of the infrastructure project of the southern part of Song Khe-Noi Hoang IP with an area of more than 30ha. Main items of the project include a concentrated wastewater treatment station, pavement upgrade, and tree planting along internal roads of the IP. As a result, around 65 percent of the IP’s area has been occupied to date.
At the working session, several delegates spoke about difficulties during the implementation process of the projects, especially in land clearance. Specifically, it took a long time to define the land area owned by each household as many fields are uncultivated and do not have boundaries. There are also several households requiring compensations higher than regulated. Some even blocked workers from upgrading pavements or completing infrastructure.
From this fact, some delegates asked districts to actively cooperate to deal with obstacles in land clearance. They also requested the central Government and the provincial authorities to provide financial support to facilitate the implementation of the projects as scheduled.
After making a field trip to IPs and working with representatives from relevant agencies, Vice Chairman of the provincial People’s Committee Duong Van Thai acknowledged the achievements and efforts made by the two companies in the recent past.
However, he also pointed out the shortcomings, such as poor environmental and hygiene management in IPs, leaving weeds and wild plants to grow densely; sewers without covers; construction of sidewalks and manholes being not synchronised; and the slow consultation and proposals of solutions to outstanding difficulties.
He asked the two firms to focus on a number of specific works in the coming time.
The IP infrastructure development company needs to roll out environmental sanitation schemes for IPs; collect domestic and industrial waste discharged by enterprises in the Dinh Tram IP.
He underlined the necessary to hasten the upgrade of sidewalks, attract and encourage enterprises to join hands in planting flowers and ornamental trees along roads, creating beautiful and clean landscapes, and mobilise personnel to dredge canals outside the fence of the IP.
Meanwhile, the Fiji Development Joint Stock Company was asked to build a plan for implementing approved infrastructure plans, strive to put the wastewater treatment station with an automatic monitoring system into operation in 2017; and early begin construction of fence system of the IP, contributing to ensuring security and order in the area.
The company needs to provide good infrastructure services to enterprises operating in the IP, he noted.
Vice Chairman Thai stressed that the provincial authorities will continue organising promotion programmes to attract more investment to the locality.
Regarding the land clearance, the company was asked to coordinate regularly with the Yen Dung district People’s Committee to promote consensus on the work among local people, in a bid to early hand over the cleared-land to investors.
The Vice Chairman also urged departments, sectors and the People’s Committees of Viet Yen and Yen Dung districts to enhance State management of the environment, investment and construction; and coordinate with other partners to address problems relating to land clearance.
Land management should be tightened, and violations of regulations on construction order and environmental protection should be strictly punished.
