Bac Giang leader meets with investors

(BGO) - Chairman of the Bac Giang provincial People’s Committee Nguyen Van Linh on March 23 chaired a meeting with nearly 100 entrepreneurs from enterprises operating in the locality, during which he directed agencies to focus on removing difficulties facing businesses in implementing investment projects.

Listening to enterprises’ concerns
At the meeting, investors said that over the past time, the provincial leaders, competent agencies and local authorities have always accompanied and supported businesses.
However, entrepreneurs Nguyen Thi Thanh Thuc, Chairwoman of the Board of Directors and General Director of the BAGICO Joint Stock Company in Viet Yen district; Truong Van Luong, Chairman of the Thinh Phat Co., Ltd in Luc Nam district; Pham Dinh Sang, Director of the Sang Nghia Plastic Co., Ltd; Nguyen Tien Dat, Director of the Tan Dat Trading Import-Export Co., Ltd in Bac Giang city, asked the provincial authorities to direct the Departments of Natural Resources and Environment, and Planning and Investment, People’s Committees of districts and Bac Giang city to help them solve difficulties in land hiring and land clearance, thus facilitating their production and business.
In reply, Linh said enterprises can sublet their land to other investors provided that they have paid the land rental to the State in line with legal regulations. In case commune-level authorities breach land leasing contracts, enterprises may initiate a lawsuit. Businesses must strictly implement regulations on land use.
Regarding the issue that some local households claimed high compensation levels when negotiating with enterprises for land clearance, causing difficulties for investors in implementing projects, the provincial leader asked the Department of Natural Resources and Environment and authorities of localities to carefully consider each specific case for appropriate solutions while proactively calling on locals to strictly abide by regulations.
He stressed the need for localities and relevant agencies to respect and follow legal regulations while working. If the administrative agencies and local governments make mistakes, businesses can sue them, he added, affirming that the provincial People's Committee always supports this.
A number of investors said the handling of administrative procedures remain slow and they find it hard to access preferential loans from commercial banks and the State. The chairman requested the province’s relevant agencies and sectors, and People’s Committees of districts and Bac Giang city to consider each case and solve the problems in accordance with legal regulations. The Department of Planning and Investment and the provincial People’s Committee’s Office will be responsible for reporting results of the work.

Also at the meeting, participants said business climate in the province has been improved remarkably, facilitating investors’ operation. Some entrepreneurs wished that the provincial authorities will give more incentives to local enterprises when implementing projects in Bac Giang.
They suggested the provincial leaders regularly meet with enterprises to listen to their opinions and promptly direct relevant agencies to remove difficulties facing them.
Chairman Linh affirmed the local authorities always create the favourable conditions for enterprises and investors to develop production and business projects in the locality, but cannot advocate violations of the State’s regulations, investment-related laws, as well as unfair competition among enterprises.
He urged local enterprises to make greater efforts and promote links towards joining value chains of foreign-invested firms and businesses in other provinces, thus creating strong businesses in Bac Giang province.
The provincial People’s Committee will arrange quarterly meetings and dialogues with enterprises, and Chairman Linh will also receive representatives from businesses on the tenth day every month.
He assigned the Office of the provincial People’s Committee to schedule meetings and inform domestic enterprises and foreign-invested firms operating in the locality about this. If the scheduled date falls on holidays or festivals, the chairman’s meeting with businesses will take place on the following working day. In unforeseen cases, a vice chairman of the provincial People’s Committee will be authorised to meet with enterprises.
In conclusion, Chairman Linh asked departments, sectors and authorities of districts and Bac Giang city to continue administrative reform, thus making it easier for investors.
He hoped that entrepreneurs will offer suggestions to the local authorities for a better management.
