Bac Ninh aims to become leading R&D hub by 2035
BAC NINH — The northern province of Bac Ninh is striving to become one of Vietnam’s leading centers for research and development (R&D) by 2035, under a roadmap for technological innovation in key economic sectors.
According to the plan, Bac Ninh will focus on transforming its growth model and promoting innovation in strategic sectors including electronics and semiconductors, supporting industries, logistics, and high-tech agriculture.

The province aims to achieve double-digit economic growth, laying the foundation to become a centrally governed city before 2030. By 2035, the digital economy is expected to account for at least 35% of its GRDP, while key industries will contribute more than 60%.
To reach these goals, the provincial People’s Committee has outlined several priority tasks. These include developing high-tech, green, and digital industries to build Vietnam’s leading electronics hub; promoting sustainable, technology-driven agriculture linked to value chains; and advancing digital transformation and product traceability.
The province will also foster diversified and modern trade and services, and preserve its traditional cultural identity as a source of “soft power” for future development.
The Department of Science and Technology will lead surveys to assess local enterprises’ technological capabilities and monitor emerging technology trends.
The Department of Agriculture and Environment will evaluate technology use in agriculture, forestry, fisheries, and environmental management, while encouraging the application of biotechnology, automation, and digital tools in farming.
Local departments and agencies are urged to collaborate, share data and expertise, and propose sector-specific solutions to ensure effective implementation of Bac Ninh’s innovation roadmap.
