Bac Ninh retains top national ranking for governance and public service quality
BAC NINH - According to results announced on the National Public Service Portal as of October 13, 2025, Bac Ninh province scored 91.7 out of 100 points, maintaining its position as the national leader in the index of governance, administration and public service quality for citizens and businesses through real-time electronic administrative procedures.
This marks the fourth consecutive week that Bac Ninh has ranked first nationwide, underscoring the province’s strong political will and sustained efforts to advance administrative reform and digital transformation.

Compared to the previous week, Bac Ninh’s overall score rose by 2.21 points—the highest increase since the implementation of the two-tier local government model. Over the past four weeks, the province’s total score has risen by 3.09 points, reflecting steady and substantive progress in service quality.
Maintaining the top position for four consecutive weeks is a significant milestone in Bac Ninh’s journey to build a modern, professional, and citizen-centered administration.
The result demonstrates the effectiveness of the two-tier local government model and confirms that the province’s public service system is operating with stability, transparency and efficiency.
The provincial People’s Committee has directed all agencies and units to continue improving the accuracy of real data, reduce the rate of returned or supplemented applications and ensure that 100% of administrative dossiers have valid electronic results.
It also urged the full implementation of end-to-end online public services and the expansion of digitalization across essential sectors such as land management, business registration, social welfare, and civil status, in order to maximize convenience for citizens and enterprises.
