Bac Ninh determined to attain growth of at least 12.5% in 2026: city leader
BAC NINH - With the final three months of the year seen as decisive, Chairman of the Bac Ninh municipal People’s Committee Pham Hoang Son called on departments, sectors and localities to identify available growth drivers, accelerate public investment disbursement and take decisive action to achieve economic growth of at least 12.5% in 2026.
Pham Hoang Son, who is also Deputy Secretary of the municipal Party Committee, made the request while chairing the regular September meeting of the city People’s Committee on October 5.

Bac Ninh’s socio-economic performance in the first nine months continued to show positive momentum, with a number of indicators recording strong growth.
The city posted gross regional domestic product (GRDP) growth of 11.81%, ranking fourth nationwide, with the third-quarter expansion of 13.83%, third nationally.

During the period, Bac Ninh secured investment policy approval for seven additional industrial parks and established seven new industrial clusters. Total investment attraction reached more than 18.74 billion USD in equivalent value, up 22.5% year-on-year.
It granted investment certificates for 171 new domestic projects and 264 foreign-invested ones. A total of 6,367 new businesses were established, with registered capital of 106.4 trillion VND (4.1 billion USD).

In agriculture, localities largely completed harvesting, while the yields and output of several key crops remained stable.
Trade and import-export activities continued to expand. Total import-export turnover was estimated at 177.8 billion USD, including 87.5 billion USD in exports, up 30.53%, and 90.3 billion USD in imports. Total retail sales of goods were estimated at 88.816 trillion VND, up 19.88% year-on-year.
Public investment disbursement reached 97.61% of the nine-month target assigned by the Prime Minister, equivalent to 15.6 trillion VND, ranking the city first nationwide continuously since early August.
Speaking at the meeting, the MCP Chairman praised the efforts of departments, sectors, localities and agencies, saying they had contributed to Bac Ninh becoming the country’s ninth city.
He described the achievement as an important result that provides a foundation for the city’s continued development.
He called on the entire political system to maintain a high level of determination in carrying out tasks through the end of the year, with the goal of achieving economic growth of at least 12.5% in 2026.

On public investment, he called for faster disbursement, with agencies required to complete and strive to exceed their assigned plans. Land clearance must be addressed decisively, particularly for key projects.
The municipal leader also requested strict management of state budget revenues and expenditures. Departments, sectors and localities should create the most favourable conditions possible for production, business and consumption, while strengthening their sense of responsibility and improving services for residents and businesses.
Regarding the two-tier local government model, communes and wards must act decisively and make every effort to resolve administrative matters, while proactively implementing assigned tasks.
