Bac Ninh expands employment opportunities through overseas labour programmes

BAC NINH - Labor export remains one of the key solutions in Bac Ninh province’s employment strategy. Although the number of workers going abroad has gradually declined over the years, a notable change is that workers are no longer focused solely on quantity. Instead, they are actively researching and choosing stable, high-income labour markets that match their skills and capabilities.

Markets such as Japan, the Republic of Korea, and Taiwan continue to be the preferred destinations due to their favourable working environments and stable welfare benefits.

Workers in these markets earn an average monthly income ranging from 25 million VND to 50 million VND (1,900 USD), depending on their occupation and overtime hours.

According to data from the Department of Home Affairs, during the first six months of this year, the province created employment opportunities for more than 27,000 workers, achieving 52% of its annual target. Of these, nearly 2,000 workers were sent abroad under labour contracts, reaching 54% of the annual plan.

To achieve these results, in addition to developing reputable, high-income labour markets, the Department of Home Affairs has placed special emphasis on communication, career counseling, vocational guidance, and labour supply-demand matching.

During the first half of the year, the Bac Ninh Employment Service Centre collaborated with 32 domestic enterprises and labour export companies to provide job counseling, career guidance, and employment opportunities for workers.

It also organised 32 job fairs, including a specialised employment fair for workers who had returned from employment in the RoK and Japan.

Through these activities, more than 33,600 workers received direct consultation on employment opportunities, labour market conditions, unemployment insurance policies, and other support programmes.

Many workers who received counseling found suitable jobs or chose to participate in overseas labour programmes. In particular, the RoK’s Employment Permit System (EPS) continues to be identified as one of the province’s flagship labour export programmes.

With average monthly earnings of 40–50 million VND, this market is attracting a large number of young workers with good educational backgrounds and strong work discipline.

According to Nguyen Xuan Son, Director of the provincial Employment Service Centre, the centre is intensifying foreign language training programmes, focusing on improving teaching quality and developing appropriate curricula to ensure high learning outcomes.

Thanks to income earned through overseas employment, many households in Duong Huu commune have been able to build modern and spacious homes.

At the same time, it is strengthening awareness campaigns to help workers understand their rights and obligations, comply with the laws of host countries, and return home on time upon completion of their contracts.

At the grassroots level, many localities have adopted flexible approaches suited to their specific conditions.

Local authorities are also working closely with the Bac Ninh Employment Service Centre and businesses to organise career counseling and job placement activities, while facilitating workers’ access to preferential loan programmes.
