Bac Ninh mobilises over 114 mln USD in social investment for clean energy development
BAC NINH - With more than 3 trillion VND (114.3 million USD) in mobilised social investment capital, Bac Ninh is making strong progress in developing rooftop solar power. The province aims to achieve a target of 3,392 MW of clean energy capacity under the adjusted National Power Development Plan VIII, supporting its sustainable development.
On the afternoon of July 13, the provincial People's Committee held a conference reviewing the development of self-produced and self-consumed rooftop solar power in the province in the first six months of the year. Vice Chairman of the committee Phan The Tuan chaired the event.

Under the plan, Bac Ninh has been assigned a target of developing 3,392 MW of rooftop solar power capacity by 2035.
To achieve this goal, the provincial Department of Industry and Trade advised the provincial People's Committee to issue a rooftop solar power development scheme for the 2025–2035 period.
The department also issued guidance and encouraged large electricity-consuming enterprises to invest in rooftop solar systems.
As a result, in the first half, around 314 MW of self-produced and self-consumed rooftop solar capacity was registered for development across the province.
Of this figure, approximately 285 MW has been completed and put into operation, generating around 112 million kWh of electricity with an estimated value of nearly 246 billion VND.
At the same time, the province attracted about 2.85 trillion VND in social investment capital, bringing the total converted economic impact value of the rooftop solar sector to more than 3 trillion VND.
For the group of enterprises encouraged in the first phase, 58 companies have so far registered to develop rooftop solar systems with a combined capacity of about 205 MW, reaching about 40% of the target.
Many enterprises have proactively implemented large-scale projects, notably Precision Technology Component Fulian Co., Ltd.
At the conference, business representatives proposed that authorities continue improving implementation guidelines, simplifying grid connection and operation procedures, strengthening coordination among electricity providers and retailers and enterprises, and expanding green credit packages and investment support policies for energy storage systems to improve operational efficiency.

A representative from the Electricity Regulatory Authority of Vietnam also introduced new provisions of Decree No. 243/2026/ND-CP and directly addressed a number of related issues.
Speaking at the conference, Vice Chairman Tuan emphasised that the province would continue to support investors by creating favourable conditions in terms of mechanisms, policies and administrative reforms to encourage households and businesses to develop rooftop solar power.
He requested the Department of Industry and Trade to urgently give advice on support policies, provide technical guidance, resolve difficulties and shorten administrative processing times.
He expressed his belief that with the strong involvement of the entire political system and the support of the business community and local residents, Bac Ninh will soon achieve its rooftop solar development targets in line with the Government's orientation.
