Bac Ninh province recognised first class provincial-level administrative unit
BAC NINH- The Ministry of Home Affairs has issued Decision No 745/QD-BNV dated 30 June 2026 classifying Bac Ninh province as a first class provincial-level administrative unit. This is an important milestone demonstrating the development of population size, natural land area as well as socio-economic growth of the province in the new stage.
The classification of administrative units is evaluated based on the 100-point scale with 4 core criteria including population, natural land area, socio-economic development and specific characteristics.

According to the regulations, one administrative unit classified first class must achieve a total score of 75 or higher.
After the merger, Bac Ninh has a total land area of 4,713.75 square kilometers and a population of over 3.989 million with 99 communes and wards. The province secures its high economic growth rate with many targets in the top leading group nationwide.
The province’s GRDP growth in 2025 reached 10.27 percent, ranking 5th among 34 provinces and cities and its GRDP per capita achieved around 5,852 USD.
Its socio-economic maintains the positive growth momentum in the first half of this year, particularly its GRDP growth rate increased by 9.82 percent in the 1st quarter and 11.14 percent in the 2nd quarter.
Industrial and construction sector is still the main growth driver with a surge of 12.55 percent. The index of industrial production (IIP) in the first 6 months increased by 19.51 percent against the same period.
Total import and export turnover is estimated at 16.4 billion USD, in the top 2 leading localities in Vietnam, only after Ho Chi Minh city.
Its state budget revenue is estimated at over 54.133 trillion VND (2.079 billion USD), reaching 74.8 percent of the year target and increasing by 30.2 percent compared to the same period.

Investment attraction continues its highlight in the first half of 2026. Particularly, Bac Ninh has attracted 9.86 billion USD of investment capital when it gave nod to 115 domestic projects with total registered capital of some 174.6 trillion VND (6.7 billion USD) and approved increase of investment for 55 projects with 15.7 trillion VND (603 million USD) of adjusted capital.
Regarding foreign direct investment (FDI), the province granted investment certification to 177 new projects with 708.76 million USD of registered capital and gave a nod to 149 projects to add more capital by 1.63 billion USD.
Culture, educaiton and social security have been also paid more attention. The period of 2026-2030 has been identified a pivotal milestone for the province to implement measures for improving governance quality and socio-economic development, aimed at developing Bac Ninh into a centrally run city.
