Bac Ninh seeks to seize semiconductor opportunity and build industrial backbone

BAC NINH - With a growing presence of semiconductor companies and multinational electronics groups, Bac Ninh is facing a major opportunity to develop its semiconductor industry. The city is implementing a range of measures to gradually build a comprehensive semiconductor ecosystem that can contribute to its industrial development.

Key semiconductor players

According to Pham Van Thinh, a member of the Bac Ninh Municipal Party Committee's Standing Board and Vice Chairman of the municipal People's Committee, Bac Ninh is gradually forming a comprehensive semiconductor ecosystem.

The city is now home to about 80 semiconductor companies involved in various stages of the value chain, including chip design, chip manufacturing, printed circuit boards, chip packaging and testing, and server assembly.

The companies require optical transmission products to connect components into complete semiconductor products.

Bac Ninh has attracted a number of major semiconductor projects, including Amkor Technology's 1.6 billion USD project, Hana Micron Vina's 669 million USD project and Synergie Cad Vietnam's 21.21 million USD project.

Their partners include major global corporations producing smart technology equipment and big-data products.

South Korea's Hana Micron Vina, based in Van Trung Industrial Park, is among the leading semiconductor companies in the region.

The company is operating steadily and employs more than 2,500 workers. Its factory features modern, highly automated production lines designed to reduce labour requirements.

Hu Xue Tong, General Director of Micro Commercial Components (MCC) Vietnam, which operates at Yen Phong II-C Industrial Park under Yangjie Group, said the company is also active in the semiconductor sector.

Yangjie Group has been promoting a new project in Bac Ninh to produce GPP wafers, with the planned factory expected to have an annual capacity of 2.4 million products.

The project is aimed at completing the group's semiconductor supply chain in Vietnam while increasing the localisation rate in semiconductor component production.

Such projects and companies have helped put Bac Ninh on the global semiconductor map.

Vu Van Cuong, Deputy Director of the municipal Department of Finance, said semiconductors are regarded as a "backbone" industry because they provide a foundation for the development of sectors including electrical and electronics manufacturing, automation, telecommunications and information technology.

The global semiconductor industry has expanded rapidly and is forecast to reach 1 trillion USD by 2030, he said. In recent years, shifts in semiconductor production chains have created opportunities for Bac Ninh to attract investment.

Infrastructure investment and high-tech projects

Micro Commercial Components Vietnam Co., Ltd. operates in the semiconductor sector.

Taking advantage of its existing conditions and strengths, Bac Ninh has attracted a growing number of foreign companies seeking to explore or propose semiconductor investments, gradually contributing to the formation of an industry ecosystem.

The city has established a steering committee for semiconductor industry development and issued an additional 2026 work programme focusing on investment promotion, reviewing and supporting companies seeking to participate in the semiconductor value chain, strengthening cooperation in training, research and technology transfer, and proposing dedicated industrial space for semiconductor activities in industrial parks.

The city is also encouraging strategic corporations and enterprises to expand their investments in Bac Ninh.

Bac Ninh has introduced a "24-hour green channel" and a "60% green channel" mechanism to shorten administrative procedures for key, high-tech and semiconductor projects.

It is also stepping up investment promotion through working programmes with major groups including Samsung, Amkor, LH, Sunhill and Aeon Mall, while strengthening cooperation with South Korea's Gyeongsangbuk province in electronics and semiconductor development and human-resource training.

The city is coordinating research and surveys to assess conditions for semiconductor development and propose planning orientations and measures aimed at turning Bac Ninh into a centre for semiconductor chip production, packaging and testing.

Nguyen Gia Phong, Deputy Director of the Department of Science and Technology, said Bac Ninh is preparing a resolution on policies to support the development of the digital technology industry during 2026-2030.

The proposed policy framework is designed to provide support and attract investment in digital technology projects. Relevant agencies are working to finalise the draft, which is expected to be submitted to the competent authorities for consideration and issuance in 2026.

Semiconductor manufacturing requires a reliable and high-quality power supply. Bac Ninh is therefore upgrading its electricity system and accelerating rooftop solar and wind power projects to supplement the national grid and reduce its load.

Alongside its industrial park infrastructure, the city is planning specialised spaces for high-tech and semiconductor industries, digital technology, research and development and innovation.

These areas are expected to help attract capable investors in semiconductors, electronics, artificial intelligence, data centres, R&D and precision supporting industries.

Under its planning orientation, Bac Ninh expects to develop a high-tech, innovation and digital transformation industrial centre cluster, including a high-tech industrial centre and a regional high-level science and technology research institute in the capital region.

The cluster, covering about 100 hectares in Canh Thuy ward, is expected to integrate high-tech, logistics, precision engineering, electronics, semiconductor chips, biotechnology and digital technology functions.

The city also plans specialised industrial parks for digital technology, high technology and innovation.

These include a digital technology industrial park of about 200 hectares in Vo Cuong ward, Hap Linh ward and Lien Bao commune; the 105-hectare Dao Vien High-Tech Industrial Park in Dao Vien ward; and a 600-hectare Data Industrial Park and AIDC Centre in Canh Thuy ward.

These planned areas are expected to provide important space for Bac Ninh to attract data centres, AI, digital industries, chip design, semiconductor testing and packaging, software development and other high-tech services.
