Revenue from land use fees is estimated at 15.999 trillion VND, exceeding the annual target by 23% and rising 6.1% year on year. The increase was mainly driven by policies aimed at easing difficulties in the property market, which have gradually taken effect.

Urbanisation, transport infrastructure investment and the development of urban areas and commercial projects have also increased demand for residential and commercial land.

Stable production and business activity has further supported property transactions and budget revenue.

Domestic tax and fee revenue is estimated at 40.875 trillion VND, or 88.7% of the annual target, up 30.9% from a year earlier.

The increase was mainly driven by business activity, with many companies expanding production, raising capacity and boosting exports.

Foreign-invested enterprises recorded a 62% increase in tax revenue, while revenue from the non-state economic sector rose 53.1%. Revenue from mineral extraction rights increased nearly fivefold, while revenue from locally managed state-owned enterprises rose 38.6%.

Other budget revenue and lottery revenue each increased 36.1% year on year.

As for local budget spending, total expenditure was estimated at 39.639 trillion VND as of September 23, equivalent to 69.4% of the annual estimate.
