Bac Ninh promotes rooftop solar power development among businesses
BAC NINH - Bac Ninh city is stepping up efforts to encourage businesses to invest in rooftop solar power as part of its drive to develop on-site electricity sources and support sustainable production.
At a meeting on October 1, Pham Van Thinh, Member of the Municipal Party Standing Committee and Vice Chairman of the municipal People's Committee, reviewed the progress of rooftop solar power projects at businesses encouraged to develop the systems in 2026 and 2027, while discussing measures to address difficulties and accelerate investment.

Bac Ninh city is encouraging businesses to develop rooftop solar power in two phases, with the first running through 2026 and the second through 2027.
Based on electricity demand and the potential of factory rooftops, a total of 417 businesses have been identified and encouraged to invest in rooftop solar systems under the two phases, with a combined minimum capacity of 811.5 MW.

As of September 2026, 75 of the 417 businesses, or about 18%, had registered to develop rooftop solar power. Their combined registered capacity stood at 224.44 MW, equivalent to 27.7% of the targeted capacity.
The city currently has 2,268 completed and operational rooftop solar power systems with a combined capacity of 298.938 MW.
At the meeting, participants discussed access to financing, procedures for leasing rooftops for solar panel installation and options for leasing battery energy storage systems.
Solar power suppliers also shared information on prices, installation procedures and technical solutions aimed at optimising costs and improving business efficiency.
Concluding the meeting, the Vice Chairman of the municipal People's Committee called on state management agencies, businesses and relevant units to agree on a consistent approach to rooftop solar development, ensuring businesses can invest with confidence while complying with regulations.
He asked the Department of Industry and Trade to coordinate with relevant agencies and seek technical guidance to issue clear instructions and commitments for businesses, helping minimise difficulties and risks during project implementation.

The city has sent notices to about 500 businesses and aims to basically complete the rollout of rooftop solar power projects in line with requirements by the end of 2026.
It targets about 1 GW of rooftop solar capacity in 2026 and plans to reach 3.4 GW by 2028 under the assigned target.
The Department of Industry and Trade will continue supporting businesses in accessing investment options that are efficient, safe and aligned with development requirements in the new period.
