Bac Ninh steps up efforts to meet social housing targets

BAC NINH – In response to the growing demand for housing among workers and labourers, Bac Ninh province is implementing a range of coordinated solutions to meet its 2026 social housing development targets. These efforts aim to ensure social welfare, stabilise the workforce, and promote sustainable economic growth.

According to the Government Resolution, during the 2026–2030 period, Bac Ninh has been assigned the target of completing 135,000 social housing units. In 2026 alone, the province must deliver 19,900 units, accounting for a significant share of the national target (over 158,000 units).

The investor and contractor are accelerating the construction progress of the Quang Chau social housing project in Nenh ward.

Currently, the province has 100 social housing projects. Of these, 23 projects have been completed, providing more than 17,000 apartments. The remaining 77 are under development and are expected to supply approximately 98,500 units in the future. This represents a substantial supply, equivalent to about 70% of the 2026–2030 target.

Most projects are concentrated in major urban areas and regions with numerous industrial zones, such as Bac Giang, Kinh Bac, Tu Son, Nenh and Que Vo wards and Yen Phong commune. This reflects a housing development strategy closely aligned with actual demand.

However, the implementation progress of many projects remains slow. The main reasons include prolonged administrative procedures, fluctuations in construction material prices, and difficulties in accessing capital.

In response, the provincial Department of Construction has instructed relevant units to review each project, identify obstacles, and report to the provincial People’s Committee. Meetings with investors are organised to secure commitments on timelines and output while addressing challenges faced by businesses.

The Department has identified 32 projects that could be completed or largely completed this year if existing issues are resolved promptly. These projects cover nearly 94 hectares with over 33,900 apartments. Of these, more than 19,900 units are expected to be completed this year, potentially meeting the assigned target.

To accelerate progress, authorities are implementing multiple solutions, with administrative reform as a top priority. Efforts are focused on shortening the processing time for investment, land, and construction procedures. Land clearance is also being pushed more aggressively, with clear accountability assigned to local authorities.

Alongside authorities’ efforts, the role of investors is considered decisive. Enterprises are required to commit to timelines in writing, allocate sufficient capital, ensure construction quality, and fully comply with legal regulations.

From the business perspective, many investors have shown strong determination to speed up projects scheduled for completion in 2026. Nguyen Thi Huong, head of Planning and Investment Department at Tung Bach Co., Ltd., the investor of a social housing project in Que Vo New Urban Area, stated: “The company has increased manpower to accelerate construction progress, and closely coordinated with authorities to complete procedures, and speed up the appraisal and acceptance process to put the project into operation. Our goal is to complete more than 900 apartments by June 2026.”

A representative of Vuong Vi Co., Ltd., the investor of a worker housing project in Dinh Tram Industrial Park (Nenh ward), said the company is proactively balancing resources and optimising construction plans to ensure progress. It aims to complete two 15-story buildings with around 400 apartments in 2026, meeting the housing needs of industrial park workers.

To successfully achieve the social housing development goals, strong coordination and determination from government agencies, local authorities, and investors are essential.

This will help provide stable housing for tens of thousands of workers and contribute to transforming Bac Ninh into a modern, sustainable, and livable industrial city.
