Bac Ninh strengthens its position in the global manufacturing network
BAC NINH - Politburo Resolution No. 10-NQ/TW marks a major shift in Vietnam's approach to foreign direct investment (FDI), moving from prioritizing the size of capital inflows and the number of projects to selecting investors that deliver higher added value, advanced technology and stronger spillover effects for the domestic economy.
With its modern industrial base and highly open economy, Bac Ninh is well positioned to implement the resolution and drive green, digital and sustainable growth.

Following its administrative merger, Bac Ninh has gained a larger economic scale, broader development space and stronger regional connectivity. The province's performance in the first half of 2026 reflects these advantages.
Gross regional domestic product (GRDP) expanded 10.56%, ranking sixth nationwide, while exports rose 31.49% year-on-year to 52.5 billion USD, maintaining the country's top position. Total investment attraction exceeded 9.86 billion USD.
In the next phase of development, success should be measured not only by the number of investment projects, capital commitments or export value, but also by the benefits each project brings, including technology transfer, management expertise, workforce development and higher local content in supply chains.
To achieve this, Bac Ninh should shift from simply attracting investors to building an ecosystem where all stakeholders can grow together.
The provincial government should provide a transparent and stable business environment, FDI enterprises should lead in technology and market access, domestic firms should actively innovate, and educational institutions should supply highly skilled workers.
The province also needs to strengthen post-investment supervision instead of focusing mainly on project licensing.
Project performance should be evaluated through disbursement rates, productivity, technological innovation, job quality and contributions to the state budget, the environment and local communities.
Choosing the right investors is only the first step. Equally important is building meaningful linkages between FDI companies and domestic enterprises.
Authorities should support local firms in upgrading technology, improving management standards and meeting international requirements so they can become direct suppliers to multinational corporations.
While external investment can drive economic growth, sustainable development depends on competitive domestic businesses, a skilled workforce and a strong innovation ecosystem.
The goal of attracting FDI is not to replace Vietnamese enterprises but to enhance their capabilities and global competitiveness.
Science, technology and innovation should become Bac Ninh's core competitive advantages. The province should combine high-tech investment attraction with research and development centres, technical workforce training, and closer cooperation between businesses, universities and research institutes.
Implementing Resolution No. 10-NQ/TW also requires comprehensive administrative reform. The two-tier local government model is expected to streamline decision-making, bring public services closer to businesses and residents, and strengthen accountability.

Provincial authorities should focus on strategic coordination, while commune-level administrations should process procedures quickly and efficiently, reducing bureaucratic hurdles.
FDI attraction should serve not only faster economic growth but also greener and smarter development. Resolution No. 10-NQ/TW provides Bac Ninh with an opportunity to reposition itself in the global manufacturing network.
Backed by its industrial foundation and commitment to reform, the province has the potential to become a model for next-generation FDI, selecting the right partners, pursuing sustainable development and creating broader economic value.
This is also the path for Bac Ninh to reinforce its role as one of Vietnam's leading industrial growth engines and develop into a national hub for high-tech manufacturing, innovation, green and digital development.
