Bac Ninh upgrades urban governance to target centrally governed city status

BAC NINH - Bac Ninh province is focusing on improving technical infrastructure, living standards and digital transformation while building a dynamic and professional public workforce as it seeks to become a centrally governed city.

To achieve the goal, local authorities must not only meet criteria on infrastructure, population and socio-economic development, but also strengthen urban governance, improve public services and meet rising expectations from residents and businesses.

In Hiep Hoa commune, authorities are reviewing infrastructure as part of a plan to establish Hiep Hoa ward and have mapped out an investment programme for 2026-2030.

The locality plans to expand urban areas, social housing projects and concentrated commercial and service zones.

It also aims to develop civilised streets under the criteria of being "bright, green, clean and beautiful", while exploring a night-time service economy linked to local cultural identity.

Digital transformation has been identified as a key priority. Hiep Hoa launched a "100-day digital transformation" programme in August 2026, targeting a leading position in the province.

It is expanding smart public broadcasting, introducing online meetings down to village Party cell level and equipping facilities with digital tools to support residents' transactions.

In Nenh ward, the need to strengthen urban governance has become more pressing as industrialisation accelerates.

Four industrial parks are currently operating in the area, alongside major projects including Quang Chau 2 and the second phase of Vietnam Korea. The ward contributes about 30% of the province's growth rate.

Rapid population growth, however, is putting heavy pressure on urban infrastructure. Nenh has about 60,000 permanent residents and as many as 130,000 temporary residents, creating urgent demand for transport, housing, schools and social facilities.

Chairman of Nenh ward Le Hoang Bach said the ward plans to develop a "compact city" model, with high-rise apartment buildings and modern urban areas while reserving land for schools, green spaces and commercial facilities serving workers and long-term residents.

The ward is also accelerating the digitisation of local data, studying the use of artificial intelligence in public administration and applying key performance indicators to assess officials' responsibilities and capabilities in a fair and transparent manner.

Alongside infrastructure investment and digital transformation, Bac Ninh regards building a qualified public workforce as crucial to improving the effectiveness of state management during urbanisation.

Nguyen Dang Khang, Deputy Director of the Bac Ninh Department of Home Affairs, said the quality of officials and civil servants would determine the effectiveness of government operations and the quality of services provided to residents as urbanisation accelerates.

Bac Ninh aims to build a "streamlined, professional, modern, integrity-based and development-oriented" urban government, Khang said.

The province will continue reviewing and reorganising agencies based on job positions, with a focus on advisory officials and commune- and ward-level civil servants who directly handle residents' daily affairs.

The province is also providing specialised training in urban governance, digital government, data management and land-use planning, while seeking to attract highly qualified personnel, including experts and scientists in technology, innovation and public governance.

Improving the way officials serve residents has also been identified as an area requiring continued reform.
