(BGO) - Chairman of the People's Committee of Bac Giang province Nguyen Van Linh, Head of the provincial Steering Committee for Investment Support and Business Development, chaired a conference on April 18 to review its activities in the first quarter of this year and lay out tasks for the coming time.

A report delivered by the steering committee showed that, based on their assigned functions and tasks, the provincial departments and agencies have performed several tasks to facilitate investment and support enterprises over the past time. In the first quarter of 2017, the province attracted 45 investment projects, including 32 domestic ones, with a total registered capital of more than 25 trillion VND, marking a 28-fold increase from the same period last year. The authorities granted establishment registration licenses to nearly 300 businesses, raising the total number of local enterprises to more than 6,200.
At the event, many delegates said, despite positive results, the investment support and enterprises development work remained limited. Sector and land use planning schemes in many localities were inconsistent and overlapping, making it difficult for investors to prepare procedures and embark on their projects. Several projects registering to invest in areas under inter-sector planning schemes but localities failed to timely adjust their land use planning, making it impossible for the provincial People’s Committee to approve. Particularly, a number of investors faced difficulties in paying compensations for site clearance and completion of procedures for land lease due to the lack of consensus with local residents. Several others have yet to make environment impact assessment reports before making investment decisions while the construction management in several areas remained loose.
Concluding the conference, Chairman Nguyen Van Linh emphasised that the provincial People’s Committee will prioritise attracting investment in services, tourism, entertainment, high-tech production in order to increase contributions to the State budget in the near future. Departments, agencies and People’s Committees of districts need to continue accelerating administrative reform, improve staff capacity, and offer timely support to investors, thereby helping to create a friendly environment to attract more businesses.
Linh requested the provincial Department of Planning and Investment to speed up the progress of projects in the built-transfer (BT) form and partner with other sectors to improve the provincial competitiveness index (PCI). The Department of Construction was asked to grant construction licenses in line with the Construction Law, and assign personnel to oversee and improve the quality of construction works and deal with violations.
The chairman also required the Department of Natural Resources and Environment to promptly instruct firms to accelerate site clearance, with special attention given to An Phuc Vien cemetery park in Cuong Son commune, Luc Nam district; offer advices on the planning of sand and gravel mines to ensure sufficient supply of construction materials; promptly punish businesses that violate the Law on Environment Protection, and stop waste disposal by violating firms. The provincial Department of Industry and Trade was asked to work closely with the Bac Giang Electricity Company to ensure stable electricity supply for production.
