‘Green lanes’ accelerate public investment disbursement
BAC NINH - Bac Ninh province’s “24-hour green lane” and “60% green lane” mechanisms - administrative reforms designed to cut processing times by at least 60% or resolve procedures within 24 hours for key projects - have helped accelerate public investment disbursement and sustain economic momentum.
The province’s rollout of the measures has contributed to maintaining growth, making Bac Ninh one of six localities nationwide to post double-digit expansion in 2025.

Under the “24-hour green lane” mechanism, eligible projects include key infrastructure works, centralized digital technology zones, high-tech parks and science and technology investments.
The “60% green lane” applies to projects involving industrial clusters and parks, inland container depots, logistics centers, social housing developments, urban areas spanning more than 100 hectares and other investment projects in the province.
Provincial authorities have prioritized the classification of projects and the application of the fast-track mechanism to major developments to speed up investment progress, particularly in strategic infrastructure.

The result played a key role in lifting the province’s gross regional domestic product (GRDP) growth to 10.27%, placing it among the highest nationwide and creating strong momentum for 2026. |
Departments, agencies and local administrations have publicized administrative procedures and provided detailed step-by-step guidance, while instructing officials receiving applications to offer hands-on support to investors.
The approach has improved the quality of submitted dossiers, reduced errors and shortened processing times. To date, nearly 20 key projects have been placed under the “green lane” mechanism.
Nguyen Viet Hung, Director of the provincial Department of Construction, said the department had instructed specialized units to guide investors in clarifying and determining project priority levels when submitting and processing applications.
This allows authorities to channel projects appropriately and ensure eligible investors benefit from the mechanism in a timely and effective manner.
As the province’s financial advisory body, the Department of Finance has also identified 11 procedures eligible for the mechanism, including seven under the “24-hour green lane” and four under the “60% green lane.”
The department plans to continue reviewing and proposing additional key state budget-funded projects for inclusion to expand the scope of the policy and support economic growth.
The Ring Road 4 project in the Hanoi Capital Region, particularly the section passing through Bac Ninh, is among the key projects placed under the “green lane.” Administrative streamlining has reduced processing time for the project from 60 days to around 24 days, accelerating implementation.
Nguyen Xuan Duong, Director of Transport and Agriculture Project Management Board No. 2, said the key advantage of the mechanism lies in the 24-hour resolution of documents submitted by enterprises and investors to the provincial People’s Committee, helping shorten overall project timelines.
The reform marks a shift from a management-oriented mindset to a service-oriented administration, enhancing the effectiveness of the public apparatus. Beyond boosting public investment disbursement, it has helped remove prolonged procedural bottlenecks and shorten construction timelines, improving the efficiency of key projects.
