Ho Chi Minh City to offer free bus travel for all residents from July 1
Residents of Ho Chi Minh City will be able to travel free of charge on all 135 bus routes across the city from July 1 until the end of 2026 under a resolution approved by the City People's Council on June 19.
Under the policy, approximately 454 billion VND will be allocated to cover fares on 109 bus routes currently receiving subsidies from the city budget, while a further 211 billion VND will be used for 26 non-subsidised routes.

The policy will be implemented in two phases. From July 1 to the end of September 2026, passengers using any of the city's 135 bus routes will be able to travel free of charge without the need to scan a card or complete identity verification procedures.
From October until the end of 2026, passengers will continue to enjoy free travel but will be required to verify their information through a bank card, e-wallet, VNeID account, the MultiGo application or other electronic methods integrated with the ticketing system.
The city estimates that the fare-free policy could increase average bus ridership by around 30% in 2026 compared with current levels.
According to the City People's Committee, the city's public bus transport system has now met the necessary conditions for the implementation of universal free bus travel.
These include a greener bus fleet, with 55% of buses already converted to electric or environmentally friendly energy sources, including 49% powered by electricity, as well as modern technology infrastructure.
An electronic ticketing and cashless payment system has been synchronously deployed across all subsidised bus routes and is expected to be rolled out across the entire network in the near future.
