Bac Giang makes efforts to improve DDCI, create favourable conditions for businesses
The DDCI is announced annually by the provincial People's Committee to evaluate the operating quality of the authorities of 10 districts, towns and Bac Giang city, and 20 departments and agencies. The evaluation is carried out online on the basis of the scoring of the business community, cooperatives, and business households on the settlement of administrative procedures during the year.

In 2023, among localities, besides some with increasing ranks, several recoded low total DDCI scores, with many sub-indexes reaching less than 5 points. Meanwhile, out of departments, the Market Management Department ranked last in the rankings with 38.51 points.
Since 2020, every year, the provincial People's Committee has announced the DDCI rankings. Through the assessment results, the units clearly recognised the inadequacies and limitations in handling administrative procedures, thereby making efforts to improve and upgrade this index.
According to a representative of the Market Management Department, the unit has developed a plan and assigned relevant departments to be responsible for improving low-scoring sub-indexes. It will regularly grasp the difficulties and problems of businesses to promptly remove them. The Customs Sub-department in charge of the province's industrial parks will increase direct dialogues with businesses to solve difficulties facing them, and arrange more staff to work on holidays and overtime.
As for Tan Yen district, Nguyen Viet Toan, Chairman of the district People's Committee, said that the district organised a conference to disseminate Directive No. 26-CT/TU dated June 2, 2023 of the Standing Board of the provincial Party Committee on correcting behavior and working practices and improving the responsibility of officials and civil servants in performing public duties. Heads of departments were required to raise their roles and responsibilities, and reform leadership and direction methods, thus winning businesses’ trust.
In particular, determining that the handling of administrative procedures in the field of natural resources and environment often accounts for a high rate, this year, the district will receive applications and updating them daily.

Since the beginning of the year, Tan Yen has received about 1,000 applications in this field, while fulfilling financial obligations through the online public service portal has reached 100%. To facilitate businesses' access to land, the district strengthened the steering committee for site clearance, assigned members to be in charge of projects and reviewed progress weekly.
With the goal of increasing the total DDCI scores, Hiep Hoa, Yen Dung, and Son Dong districts have established a working group to support businesses, focusing on site clearance for projects to ensure the roadmap, thereby promoting socio-economic development.
This year, the province continues to distribute survey forms to 4,000 businesses, cooperatives, and business households to evaluate the processing of administrative procedures by agencies and units in the province. The results will be announced later this year.
