Accelerating the progress of projects

With determination to complete the goal of disbursement of public investment capital in 2024, relevant agencies, People's Committees of districts, townships, cities, and investors have focused on removing difficulties and speeding up the progress of projects, especially key transportation ones.

This year, this project was allocated nearly 38 billion VND (1.54 million USD) in public investment capital by the province. By mid-February, the contractor had completed more than 90% of the workload.

Dang Van Nhan, Chairman of the Luc Nam district People's Committee, said over the past 10 days, the locality has directed relevant agencies and the People's Committee of Dong Hung commune to clear the lands owned by three fourths of the households. For the remaining households, the district is expected to complete the site clearance before March 15.

According to Hoang Thanh Tung, Deputy Director of the provincial Transport and Agricultural Projects Management Board, at this time, the board is urging contractors to speed up the construction progress of projects, especially those that have just been handed over clean grounds.

At this time, localities, investors and contractors are focusing on removing obstacles to a series of projects and speed up construction progress.

According to the Department of Planning and Investment, this year, the total public investment capital managed by the province is more than 9.1 trillion VND (368.6 million USD), including over 8.7 trillion VND for development investment.

This funding is used to build transitional and new construction projects in the fields of transport, irrigation, health and the environment and to implement national target programmes. Up to now, the province and localities have allocated capital to projects, ensuring compliance with regulations. In the first two months, the whole province disbursed about 430 billion VND of public investment capital.

Establishing working group, conducting periodic reviews

Bac Giang identifies disbursement of public investment capital as its key task. This capital is invested in the construction of projects driving the province's socio-economic development.

The contractor focuses on constructing an overpass from the Southwest Urban Area to the International Logistics Center in Bac Giang city.

To ensure effective capital disbursement, in early February, the Chairman of the provincial People's Committee issued Directive No. 03/CT-UBND on speeding up the disbursement of public investment capital and implementing the three national target programmes in 2024. Accordingly, units are required to make detailed disbursement plans for each project and strictly comply with monthly and quarterly disbursement plans for projects allocated investment capital right at the year beginning.

Implementing the above direction, investors are focusing on disbursing capital for transitional projects and urgently completing procedures to soon start new projects. Departments, agencies, and district-level People's committees pay attention to removing obstacles during the implementation of investment projects.

The province has directed the consolidation of a working group to accelerate the implementation of key programmes and projects using the provincial budget and the disbursement of the 2024 public investment plan led by the Director of the Department of Planning and Investment.
