Bac Ninh adds green power

BAC NINH - Developing green energy sources is a major policy of Vietnam’s Party and State. In line with this orientation, Bac Ninh province and relevant agencies have introduced a range of measures to support and encourage electricity users to invest in renewable energy, particularly rooftop solar power, achieving notable initial results.

Tangible benefits

FuHong Precision Component Vietnam Co., Ltd., a foreign-invested enterprise specialising in electronic components, has operated in Dinh Tram and Quang Chau industrial parks since 2008.

Rooftop solar panels cover more than 100,000 square metres at Yonz Technology Investment Vietnam Co., Ltd.

Seeking to secure a stable energy supply for production and reduce electricity costs, the company invested in an 8.13 megawatt-peak (MWp) rooftop solar system in 2023 under a self-production, self-consumption model that does not feed power into the national grid.

From the planning stage, the company focused on safe design, construction, operation and maintenance. International-standard equipment is used, strict occupational safety and fire prevention regulations are observed, and regular inspections are conducted to ensure maximum efficiency and system safety.

Online monitoring software helps detect early warnings, while panel cleaning frequency is increased during the dry season and reduced during the rainy season to optimise costs.

Luxshare-ICT Vietnam Co., Ltd. in Quang Chau Industrial Park has installed rooftop solar systems with a combined capacity of more than 11.4 MWp, generating an average of over 12.31 million kWh per year. The investment helps the firm save about 30 billion VND (over 1.3 million USD) annually.

Luxshare-ICT is a major supplier to Apple, which has set a goal of achieving carbon neutrality across its supply chain by 2030. Apple has urged partners, including Luxshare-ICT, to transition to renewable energy in production.

The shift allows Luxshare to meet the requirements of major clients while enhancing its corporate image, reducing long-term operating costs and complying with increasingly stringent environmental regulations.

According to official data, Bac Ninh has more than 1,200 rooftop solar customers with total installed capacity of around 195 MWp. Of these, about 150 enterprises account for roughly 185 MWp.

Nguyen Minh Hieu, Director of the provincial Department of Industry and Trade, said renewable energy development, including rooftop solar, is an inevitable trend aligned with national energy transition policies and Vietnam’s Net Zero commitment for 2050.

“For a rapidly developing industrial province like Bac Ninh, ensuring energy security, reducing greenhouse gas emissions and optimising production costs for businesses are critical tasks,” he said.

The self-production, self-consumption model allows enterprises to proactively secure power supplies, ease pressure on the national grid and demonstrate corporate social responsibility in environmental protection.

Unlocking potential

In practice, rooftop solar has proven to be an effective solution, delivering multiple benefits such as cutting greenhouse gas emissions, protecting the environment and helping enterprises obtain renewable energy certifications that enhance export competitiveness.

Investment costs range from about 8.4 million to 10.51 million VND per kWp, excluding energy storage systems. Each installed kWp generates nearly 1,000 kWh per year, with a payback period of no more than five years.

Bac Ninh has been assigned a target of developing more than 3,390 MW of rooftop solar capacity by 2035. If achieved, the province would add nearly 4 billion kWh annually, equivalent to about 8 trillion VND, contributing close to 2% of the provincial economic scale and providing a strong boost to growth.

Between 2021 and 2030, Bac Ninh has planned 50 industrial parks and 96 industrial clusters covering a total area of 18,800 hectares.

To date, 35 industrial parks and 64 clusters have been established and are operational on 12,200 hectares, with factory rooftops covering about 6,800 hectares. With 1,500–1,700 hours of sunshine per year, the province has significant potential to scale up renewable energy.

In August 2025, the provincial government issued an open letter calling on agencies, localities, organisations, businesses and individuals to actively study, invest in and install rooftop solar systems on existing buildings and new projects.

The Department of Industry and Trade has advised the provincial government on developing a rooftop solar development scheme for the 2025–2035 period, aimed at establishing a clear and transparent legal framework, simplifying administrative procedures and mobilising social resources for investment.

Pham Van Thinh, Vice Chairman of the provincial People’s Committee, says Bac Ninh is committed to creating the most favourable and efficient conditions for rooftop solar projects.

He has called on relevant departments to coordinate closely to resolve bottlenecks and shorten administrative procedures, while urging banks to design preferential credit programmes for rooftop solar investments.

In early December 2025, the provincial government announced the first round of indicative targets encouraging rooftop solar investment, with 215 enterprises registering systems totalling 454 MWp.

The strong response suggests that Bac Ninh is well positioned to achieve its target of more than 3,390 MWp of rooftop solar capacity as early as 2026, ahead of the government’s schedule, potentially making it a national leader in renewable energy development.
