Bac Ninh aims to lead in renewable energy development
BAC NINH - The People’s Committee of Bac Ninh province has organized a workshop on “Developing rooftop solar power for self-production and self-consumption,” aiming to promote renewable energy as a key driver of sustainable growth.
The event was co-chaired by Pham Van Thinh, Member of the Provincial Party Standing Committee and Vice Chairman of the Bac Ninh People’s Committee (PPC) and Truong Hoai Trang, Deputy Director of the Electricity Regulatory Authority under the Ministry of Industry and Trade.

Participants included experts and officials from the Ministry of Industry and Trade, representatives of provincial departments and district-level People’s Committees, as well as commercial banks, credit institutions, and major power-consuming enterprises in industrial zones and clusters interested in rooftop solar power.
The workshop featured discussions and presentations on the implementation and guidance of legal regulations, mechanisms, and policies related to rooftop solar power; as well as orientations and upcoming amendments to improve the regulatory framework. Several enterprises also shared practical experiences in installing and operating self-produced, self-consumed solar systems.
Officials from the Electricity Regulatory Authority exchanged views and addressed issues encountered by local businesses during the implementation of rooftop solar power projects.
Speaking at the event, PPC Vice Chairman Pham Van Thinh announced Bac Ninh’s target of developing 3,392 MW of rooftop solar capacity by 2026.
“To realize this goal and accelerate the self-production and self-consumption model, Bac Ninh commits to providing the most favorable and timely conditions for rooftop solar projects,” Thinh said.
He directed relevant departments to proactively guide investors, promptly remove procedural obstacles, and shorten administrative processing times for enterprises seeking rooftop solar installation.
Thinh also urged businesses to register their intended capacity by early November 2025 and begin installation as soon as possible to meet the province’s timeline.
In parallel, he called on commercial banks and financial institutions to roll out “green credit” packages with preferential interest rates and flexible procedures to support renewable energy investors and enterprises.

The PPC Vice Chairman emphasized that local businesses should take the lead in investing in rooftop solar energy, viewing it as a strategic path to enhance “green” competitiveness, reduce operating costs, and meet stringent export standards set by global markets.
By promoting rooftop solar energy for self-consumption, Bac Ninh aims not only to reduce its carbon footprint but also to transform itself into a pioneer province in renewable energy development in northern Vietnam.
The workshop reaffirmed Bac Ninh’s commitment to clean energy transition, aligning with national goals for sustainable growth and energy security.
