Bac Ninh attracts growing interest from Chinese investors

Updated: 18:48, 05/11/2026

BAC NINH - Favourable investment conditions, increasingly integrated infrastructure and business-friendly policies are helping Bac Ninh emerge as an attractive destination for Chinese investors, with major corporations expanding their manufacturing operations in the northern Vietnamese city.

During recent visit to Bac Ninh, Shao Wenhui, Deputy editor-in-chief of China's Qiushi Journal, expressed particular interest in the city's experience in attracting investment, developing industry and expanding economic cooperation.

An overview of the meeting.

Strengthening practical economic cooperation

On the afternoon of November 4, Nguyen Viet Oanh, Deputy Secretary of the Bac Ninh Municipal Party Committee and Chairman of the Municipal People's Council, received a delegation from Qiushi Journal led by Shao Wenhui.

A delegation from the Communist Review, headed by its Deputy Editor-in-Chief Nguyen Ngoc Ha, also attended the meeting.

Introducing Bac Ninh's history, people and development potential, the municipal leader highlighted its achievements in socio-economic development, particularly industrial growth, foreign investment attraction and international cooperation.

Covering more than 4,700 square kilometres and home to nearly four million people, Bac Ninh lies within the Hanoi Capital Region and the northern key economic region.

Its strategic location provides convenient connections to major economic centres, airports, seaports and international border gates.

The city is also known for its rich cultural heritage, traditional craft villages and valuable agricultural products, notably lychees, which are popular among Chinese consumers.

Bac Ninh has developed into one of Vietnam's major industrial manufacturing centres, with the country's fifth-largest economy and export-import turnover among the highest nationwide.

Its electronics, high-tech and supporting industries have enabled it to become increasingly integrated into global production and supply chains.

Cooperation with Chinese localities has become an important part of this development.

Bac Ninh has established cooperation agreements with five Chinese localities, including Nanning and Laibin in Guangxi Zhuang Autonomous Region, Weifang in Shandong Province, Zhenjiang in Jiangsu Province and Hekou County in Yunnan Province.

In August 2026, a Bac Ninh delegation led by the Municipal Party Committee Secretary visited China and signed an agreement establishing friendly cooperation relations with Shandong Province. Both sides agreed to promote cooperation in economics, trade, culture and people-to-people exchanges.

Chairman Nguyen Viet Oanh also recalled the period when the Covid-19 outbreak hit former Bac Giang Province during the lychee harvest season.

Chinese localities, including Nanning and Yunnan, provided timely support to facilitate customs clearance and exports of lychees to China while ensuring disease prevention requirements were met.

This cooperation helped ease difficulties for agricultural trade and market access during a challenging period.

Chinese investment in Bac Ninh has also recorded significant growth. The city currently has 3,664 valid foreign direct investment (FDI) projects with total registered capital of 51.09 billion USD.

Chinese investors account for 1,622 projects worth approximately 12.39 billion USD, ranking first in the number of projects and third in registered investment capital among countries and territories investing in the city.

They represent more than 44% of all FDI projects and around 24% of total registered FDI capital.

Major corporations including Foxconn, Goertek, Luxshare-ICT, Sunwoda and JA Solar have chosen Bac Ninh as a manufacturing and investment base, contributing to industrial expansion, job creation, trade growth and stronger supply-chain links.

Several have continued expanding their operations, demonstrating their long-term commitment to the local investment environment.

Trade with China has also grown strongly. In the first 10 months of 2026, Bac Ninh's total import-export turnover with the Chinese market exceeded 44 billion USD, accounting for nearly 25% of the city's total trade value.

Beyond investment and trade, cultural exchanges, business connections and people-to-people interactions have expanded. More than 40,000 Chinese nationals are among over 47,000 foreign residents temporarily staying in Bac Ninh.

What makes Bac Ninh attractive to investors?

During the meeting, Deputy editor-in-chief Shao Wenhui expressed his impression of Bac Ninh's combination of rich cultural traditions, large-scale industrial manufacturing and agricultural strengths, particularly its lychees exported to China.

He asked Bac Ninh municipal leader what measures had enabled the city to attract so many investors and establish itself as a competitive investment destination.

Chairman of Bac Ninh People’s Council said infrastructure development, particularly inter-regional transport connectivity, was a key priority.

Roads linking industrial parks with airports, seaports and border gates have been prioritised to facilitate the transportation of raw materials and finished products and support import-export activities.

For electronics, component and high-tech manufacturers, efficient transport networks help reduce delivery times and logistics costs while meeting the requirements of international supply chains.

The city is continuing to invest in strategic transport infrastructure, including Gia Binh International Airport, to expand its development space and future connectivity.

Bac Ninh is also upgrading technical infrastructure to ensure reliable electricity, water and other essential services for production. Social infrastructure is being developed to meet workers' living needs and help businesses maintain stable, long-term operations.

Human resource development is another priority. The city is focusing on training skilled workers while attracting labour from neighbouring localities.

A workforce capable of meeting technological and production management requirements is essential to sustaining industrial growth and retaining investors.

The municipal leader also emphasised the importance of continuously improving the investment and business environment, making it easier for companies to implement projects and expand production. Improvements in provincial competitiveness over recent years have helped strengthen business confidence.

In addition, the city has prioritised site clearance and the preparation of serviced land to ensure it is ready to accommodate new investment projects.

For large-scale industrial developments, timely land handover directly affects factory construction, equipment installation and production schedules.

By preparing land and infrastructure in advance, Bac Ninh aims to reduce waiting times and enable businesses to bring projects into operation sooner.

Shifting towards higher-value investment

Building on its existing investment base, Bac Ninh is seeking to attract projects with greater technological content and added value, in line with its strategy for modern industrial development.

In cooperation with Chinese partners, the city is prioritising electronics, semiconductors, supporting industries, precision engineering, automation, artificial intelligence, industrial robots, smart manufacturing and research and development.

It is also encouraging investors to establish local supplier networks and strengthen partnerships with Vietnamese businesses to gradually increase domestic value added.

Beyond the number of projects and investment capital, the city aims to place greater emphasis on technological quality, land-use efficiency, job creation and the participation of domestic companies in supply chains.

Agriculture, trade and services also offer considerable potential. Building on experience in lychee exports, businesses and local authorities from both sides could expand market connections, agricultural processing and preservation, cross-border e-commerce and trade promotion.

Logistics, clean energy, tourism and cultural exchanges are also emerging as promising areas for cooperation.

At the meeting, Chairman Nguyen Viet Oanh expressed hope that Shao Wenhui and Qiushi Journal would continue promoting information about Bac Ninh's people, socio-economic achievements, development potential and investment environment to Chinese audiences, helping strengthen ties with Chinese localities and businesses.

Deputy editor – in -chief Shao Wenhui praised the city's achievements in industrial development and investment attraction, particularly its cooperation with Chinese enterprises.

He expressed interest in expanding information exchanges and introducing Vietnam's practical development experience, including that of Bac Ninh, to promote mutual understanding and cooperation.

During the visit, the Qiushi Journal delegation also worked with Bac Ninh Newspaper and Radio and Television to learn about local media operations, digital transformation and external communications.

The newspaper's Chinese-language online edition provides an additional channel for sharing information about local policies, investment conditions and opportunities in economic, trade, cultural and tourism cooperation with Chinese businesses and readers.

Bac Ninh's achievements in investment attraction, industrial development, trade and people-to-people exchanges demonstrate the growing depth of its cooperation with Chinese localities and businesses.

The city hopes to build on these foundations by improving infrastructure, developing its workforce and further enhancing the investment climate, while encouraging Qiushi Journal to promote its investment and business opportunities to Chinese companies.

These efforts are expected to help connect more Chinese investors with local partners and generate practical, effective and mutually beneficial long-term projects.
