Bac Ninh builds model high-tech ecosystem
BAC NINH - With a vision to become Vietnam’s leading electronics and semiconductor center, Bac Ninh province is taking bold steps to develop a model high-tech industrial ecosystem, aligning with the Politburo’s Resolution 57 on science, technology, innovation and digital transformation.

Vuong Quoc Tuan, Chairman of the provincial People’s Committee, said Bac Ninh’s recent resolution to attract students to semiconductor and artificial intelligence (AI) disciplines reflects the province’s strategic foresight in building a skilled workforce for the future.

The province plans to allocate more than 1 trillion VND to train human resources in semiconductor technologies — an unprecedented policy even among developed nations.
The programme provides financial support not only for local students but also for those from other provinces studying semiconductor-related fields at Bac Ninh’s universities and colleges. The policy particularly benefits students from disadvantaged backgrounds, ethnic minorities and low-income households.
“I study automation at Bac Ninh Industrial College. The school is close to home, so my expenses are low, and I receive financial assistance. With strong job prospects after graduation, I feel secure focusing on my studies,” said student Nguyen Van Nam.
Resolution 57, issued by the Politburo in December 2024, is seen as a transformative breakthrough for science and technology, akin to Vietnam’s earlier “Contract 10” reform in agriculture. Bac Ninh aims to lead the country in implementing this resolution by prioritizing semiconductor development as a core growth driver.
The province has reserved at least 5% of land in each industrial park for high-tech and science-based enterprises, coupled with tax incentives and streamlined administrative procedures.
It is also developing a dedicated industrial park for science and technology firms, designed to attract semiconductor investors through favorable infrastructure and policy conditions.
Bac Ninh has signed cooperation agreements with major corporations such as Viettel, T&T Group, Vingroup and FPT, as well as renowned universities including Hanoi University of Science and Technology. These partnerships focus on research, innovation and workforce training to meet the growing demand in semiconductor and digital industries.
Policy refinement and integration
Bac Ninh’s provincial People’s Council was the first in Vietnam to adopt a specialized policy supporting semiconductor workforce development. However, following the merger with neighboring areas, some inconsistencies have emerged in implementation and financial support levels. Provincial departments are now reviewing these frameworks to ensure uniformity and efficiency.

Between 2025 and 2030, Bac Ninh targets becoming northern Vietnam’s semiconductor hub by refining its human resource policies and fostering international cooperation in training.
“The new resolution, expected by year-end, will integrate the strengths of both Bac Ninh and Bac Giang, with higher support levels and stronger international collaboration,” said Doan Xuan Thanh, Deputy Director of the Department of Education and Training.
Local universities and vocational institutions are encouraged to partner with foreign universities and experts to offer dual-degree programmes in semiconductor studies, expanding the talent pipeline for the industry.
As Vietnam accelerates its national semiconductor strategy, experts say Bac Ninh must move quickly yet strategically. The province is focusing on the downstream segment — chip packaging and testing — where it already has comparative advantages in labor, infrastructure and industrial experience.
Nguyen Cuong, Standing Vice Chairman of the provincial Business Association, said the province’s workforce training plan for semiconductors and AI through 2030 is key to attracting global manufacturers. He emphasized closer collaboration between training institutions and enterprises to standardize curricula and promote the establishment of R&D centers.
With its clear strategy and pioneering policies, Bac Ninh is positioning itself as a leader in Vietnam’s semiconductor industry. Its growing pool of highly trained engineers is expected to serve not only semiconductor and AI companies but also supporting industries across the national supply chain.
Through decisive leadership and a forward-looking approach, Bac Ninh is building the foundation of a high-tech ecosystem ready to integrate deeply into the global value chain.
