Customs Authority of Region 5 pioneers in innovation, improving service quality

BAC NINH- Technology is defined as a key for modern customs development, thus the Customs Sub-department of Region 5 has made efforts in implementation of Resolution No 57-NQ/TW by the Politburo on development of science, technology, innovation and national digital transformation in 2025-2030 period.

Thanks to its determination and methodical approach, this authority has achieved tangible results in improving service quality and significantly reducing customs clearance time, thereby contributing to making the customs sector a key force in the national digital transformation journey.

The leaders of the Customs Sub-department of Region 5 work with Micro Commercial Component Vietnam Company Limited in Yen Phong II industrial park, Bac Ninh province.

For high efficiency, the Sub-department established a steering committee for development of science, technology, innovation, digital transformation and administrative reform. It is considered the central agency directing all innovation activities.

2 task forces specializing in digital transformation and administrative reform were also formed to create a lean and professional organizational structure.

As people are defined as the core of digital transformation and innovation, the Customs Sub-department of Region 5 focuses on professional training and digital technology skills

“The Sub-department has organized many training courses and seminars on digital transformation and application of artificial intelligence (AI) especially GenAI to help customs officers immediately apply the knowledge in their work and enhance their performance and working quality”, said Nguyen Viet Hung, Head of Risk Management and Information Technology Division.

The authority has run the Centralized Customs Executive System (CCES) since May 2025 with the engagement of all leaders and officers. This helps to reduce paperwork by 95%, with all directives and management activities conducted through electronic systems.

This transformation not only saves costs and time but also creates a “paperless” working environment, enhancing transparency and real-time management efficiency.

For quick and accurate clearance, the authority has developed information lookup, intellectual property and administrative procedure tools with over 3,000 searches per month. These tools allow officers to process their tasks quickly and accurately while dramatically reducing clearance time for businesses.

In its efforts to accompany businesses and improve investment climate, this authority signed memorandum of understanding (MOU) with Amkor Technology Vietnam Company Limited and Luxshare ICT Vietnam Company Limited in application of science, technology, innovation and digital transformation.

Signing MOU with 2 giant FDI corporations opens up opportunities for data exploitation, optimizes risk management processes and provides the best support for business community.

The innovative initiatives have brought positive results. Particularly, operational procedures have become streamlined and automated while customs clearance and response time for businesses have been significantly reduced.

“We highly evaluate great efforts of the customs authority, especially the launching of electronic systems like VNACCS/VCIS, national single window portal or automated risk management system. These advancements have helped businesses to save costs and time in dealing with customs procedures”, said a representative of Samsung Electronics Vietnam.

Thanks to practical assistance solutions, the Customs Sub-department of Region 5 processed nearly 1.35 million declarations from 1 January to 14 October 2025, an increase of 26 percent compared to the same period last year. The total import and export revenues reached 177 billion USD, up 25 percent while budget revenue gained 12.655 trillion (480.58 million USD), increasing by 19 percent.
