Bac Ninh launches “green lane” mechanism for priority projects
BAC NINH - The People’s Committee of Bac Ninh province has issued Decision No. 54/UBND-THDT dated August 1, 2025, introducing the “24-hour green lane” and “60% green lane” mechanisms to accelerate administrative procedures for priority projects. The Department of Construction has instructed its specialized units to process applications quickly and accurately.
Under the new mechanism, upon receiving applications, staff at the “one-stop shop” will review, classify, and determine priority levels. Files related to top-priority projects will be marked as “24-hour green lane,” while those eligible for expedited processing will be placed in the “60% green lane.”

The “24-hour green lane” applies to key infrastructure investment projects and projects in science and technology.
The “60% green lane” applies to industrial parks, clusters, inland ports, logistics centers, social housing, urban areas of more than 100 hectares, domestic projects with an investment capital of at least 10 million USD (depending on sector), FDI projects with at least 20 million USD (depending on sector), and other projects deemed significant by the provincial chairman.
According to the Department of Construction, nearly 1,200 applications have been received since August 1, including 20 prioritized under the “24-hour” and “60%” mechanisms.
Currently, nine major infrastructure investment projects are enjoying the “24-hour green lane” status, along with dozens of projects benefiting from the “60% green lane.”
To help projects complete necessary procedures more quickly, the provincial government has instructed agencies to simplify construction permit requirements for projects already covered by detailed 1/500 zoning plans or approved urban design areas.
Authorities are also considering decentralizing administrative authority in line with the two-tier local government model to maximize convenience for residents, organizations, and businesses.
As the key agency for receiving and evaluating applications, the Department of Construction is reviewing all administrative procedures within its jurisdiction, restructuring internal and digital processes for priority projects, and guiding investors in identifying the appropriate priority level when submitting documents to reduce waiting times.
