Bac Ninh solves digital workforce challenge to sustain growth
BAC NINH - As science and technology, innovation, and digital transformation are increasingly becoming the main drivers of growth, Bac Ninh province is proactively preparing its digital workforce to meet new development requirements. With a determination to achieve an economic growth target of 12.5% to 13% in 2026, addressing the “bottleneck” in digital human resources has become an urgent task, directly affecting the province’s competitiveness and sustainable development.
In the first months of 2026, Bac Ninh’s economy continued to maintain positive growth momentum. The index of industrial production (IIP) for the first five months rose 19.53% compared to the same period last year, with the processing and manufacturing sector increasing by 19.63%.

Industrial production value reached about 1.3 quadrillion VND (49.36 billion USD), up 15.16% year-on-year. In the current context, the province’s competitive advantage no longer relies solely on investment scale or abundant labour; it increasingly depends on scientific and technological capacity, innovation capability, and the quality of human resources.
This is also a requirement for Bac Ninh as the province is determined to achieve its socio-economic development goals for 2026–2030, striving to maintain high growth rates.
This pressure is particularly evident as most operational data and information, and digital management platforms are now interconnected directly from provincial departments to communes and wards.
This requires local administrative staff to have technological competence to avoid slowing down the province’s overall operational flow.
However, the reality of digital transformation at the grassroots level has shown that information technology human resources remain one of the “bottlenecks” that need to be addressed promptly.
Recognising these practical requirements, Bac Ninh is focusing on reviewing, supplementing, and improving the quality of human resources to serve the development of science and technology, innovation, and digital transformation, in accordance with the spirit of Politburo Resolution No. 57-NQ/TW. This is an effective solution to maintain growth momentum for the local economy.

To overcome immediate difficulties, the province is studying mechanisms and policies to mobilise social resources to support digital transformation at the grassroots level.
This includes the option of hiring IT services from capable telecommunications or technology companies to assist communes and wards in operating information systems and handling administrative procedures digitally.
This is considered an appropriate solution at present, helping supplement professional personnel, reduce pressure on local staff, and improve services for citizens and businesses.
Proactively training staff in advanced digital management skills, especially at the commune and ward level, will help Bac Ninh confidently break through in socio-economic development and maintain its position as one of the country’s economic front-runners.
