The decision was adopted on July 24 at the closing session of the third plenum of the 14th Party Central Committee in Hanoi, where delegates discussed and endorsed the proposal to establish Bac Ninh City under central administration.

The proposal had previously been reviewed by Party Central Committee members on July 22, following a June 20 decision by the Politburo approving the establishment of Bac Ninh City based on the current administrative boundaries of Bac Ninh Province.

Under the approved development strategy, Bac Ninh is expected to become a green, smart and modern city while preserving the cultural heritage of the Kinh Bac region.

Authorities plan to make science, technology and innovation the main drivers of economic growth, with a focus on high-tech manufacturing.

The city is also envisioned as Vietnam's leading electronics manufacturing hub, prioritising the development of the semiconductor industry, integrated circuit production and artificial intelligence, with ambitions to become a regional centre for advanced technology industries.

Following the Central Committee's approval, relevant agencies will complete the legal documentation for the government to submit the proposal to the National Assembly for consideration and final approval.
