Streamlining apparatus, focusing resources to drive Bac Ninh toward centrally governed city status: Provincial Party official

BAC NINH - After one year of operating the two-tier local government model, Bac Ninh has achieved outstanding results, creating an important foundation for the goal of becoming a centrally governed city before 2030. On this occasion, Bac Ninh Newspaper and Radio-Television interviewed Nguyen Thi Huong, Deputy Secretary of the provincial Party Committee and head of the provincial delegation of National Assembly deputies, about the achieved results, lessons learned, and future orientations.

Could you please share the most notable results in leadership and direction after one year of implementing the two-tier local government model in Bac Ninh province?

With strong political determination, solidarity and consensus, and decisive action from the entire political system, along with the agreement and support of cadres, Party members, and the people, Bac Ninh province has operated the two-tier local government model stably and smoothly.

This has initially confirmed its correctness and suitability with the requirements of innovation, improving the effectiveness and efficiency of state management and the quality of public service delivery.

After one year of implementation, the organisational structure of the political system has been streamlined, reducing units and intermediaries.

The functions, duties, authority, and working relationships of agencies and units have been gradually reviewed and improved.

Could you share some typical models?

Bac Ninh has implemented many new, flexible, and effective models such as centralised, unified, and consistent leadership and direction from the provincial to grassroots levels based on the “six-clear” principle: clear people, clear tasks, clear responsibilities, clear timelines, clear outputs, and clear results; decentralisation and delegation of authority associated with inspection, supervision, and accountability; community digital technology teams; “grassroots support task forces” and professional support mechanisms following the principle of “close to the grassroots, close to reality”; training and capacity building for officials based on the “hands-on guidance” and “learning through practice” approach; assignment, rotation, and secondment of cadres based on practical needs and implementation capacity; building digital government and a shared data ecosystem for local governance; and administrative reform with people and businesses as the centre of service.

In practice, these new models have created an important shift from multi-layer administrative management to centralised and unified governance, improving leadership, direction, and governance efficiency across the province.

On June 20, 2026, the Politburo issued Conclusion No. 52-KL/TW on the policy of establishing centrally governed Bac Ninh city on the basis of Bac Ninh province’s administrative boundaries. This is a great joy for the Party Organisation, administration, and people of Bac Ninh province. To continue promoting the two-tier local government model and create momentum for this strategic goal, what key tasks will the province focus on in the coming time?

The Politburo’s Conclusion No. 52-KL/TW dated June 20, 2026 is a particularly important milestone, reflecting the Party Central Committee’s recognition of the province’s achievements, potential, and development aspirations.

This is both an honour and a great responsibility for the provincial Party Organisation, administration and people to realise the goal of building Bac Ninh into a centrally governed city.

In the coming time, the province will focus on several key tasks as follows:

First, Bac Ninh will continue to promote the effectiveness of the two-tier local government model. This is a breakthrough in innovating local governance methods, creating a foundation for building a modern, efficient, and effective administration that serves the people and meets the development requirements of a centrally governed city.

The province will continue to improve decentralisation and delegation mechanisms; accelerate administrative reform; and build a contingent of cadres with sufficient qualities, capacity, and prestige to meet requirements in the new period.

Second, it will focus on completing planning schemes, project dossiers, and necessary conditions for submission to the Party Central Committee and the National Assembly for approval.

At the same time, it will continue investing in infrastructure, urban development, and logistics systems in a synchronised and modern direction; develop inter-regional and inter-provincial roads; and create breakthroughs in science, technology, innovation, and digital transformation.

Bac Ninh aims to become a leading centre for electronics, semiconductors, and artificial intelligence in the country, with regional influence in line with the Politburo’s orientation.

Third, the Party Organisation, administration, and people of Bac Ninh are determined to effectively implement the Politburo’s conclusions; maximise post-merger potential and advantages; and build Bac Ninh into a centrally governed city and a dynamic growth pole of the Capital Region and the country, making increasingly important contributions to national development in the new era.
