In 2023, the global uncertainties caused great and comprehensive impact on the economic development of the whole country in general and Bac Giang province in particular. Since the fourth quarter of 2022, enterprises in the province have faced many difficulties, especially importer and exporter.

To overcome the "bottlenecks" and create favorable conditions for socio-economic development, Bac Giang province proposed a number of contents on licensing foreign experts to work in the province and limiting production interruptions.

The province also proposed the Ministry of Industry and Trade and the Ministry of Finance to guide and develop the implementation process for projects with items to move the medium voltage lines and power substations; reform administrative procedures, strengthen decentralization, cut unnecessary procedures during implementation, ensure the quick and timely handover of electrical works to the electricity sector for management.

At the meeting, Duong Van Thai, member of the Party Central Committee, Secretary of the provincial Party Committee hoped that the Government and functional ministries and branches would pay more attention to the proposals of the province.

Bac Giang proposed to the Central Committee 31 procedures with obstacles, especially investment and land procedures. Some industrial parks of Bac Giang have been invested in infrastructure but still lack electrical works. The province requested the Vietnam Electricity Corporation to support the province in renovating and upgrading the power grid for socio-economic development.

Concluding the meeting, Minister Nguyen Hong Dien said that amid general difficulties of the economy, Bac Giang has made efforts and achieved many remarkable results.

With the reality of Bac Giang, he suggested the province urgently study and adjust provincial and regional planning on the basis of sectoral and national planning; speed up the disbursement of public investment capital, take public investment to lead private investment and remove difficulties in public investment.

The province should research and implement models of public investment, private management or investment, public administration.

Currently, many countries have issued strict regulations on technical barriers in importing goods, Bac Giang needs to guide businesses to properly identify and meet technical standards to restrict entanglement in commercial lawsuits.

The province should support enterprises to export officially and have a mechanism to support them to access new policies.

Besides, Bac Giang must encourage investment in the development of rooftop solar power, use green and renewable energy; facilitate domestic enterprises to participate in the global supply chain.

In the near future, the wave of foreign investment in Vietnam is expected to increase, including Bac Giang, so the province needs to focus on site clearance; form an industrial ecosystem, pay due attention to human resource training.

Meanwhile, the province should promote digital transformation in operation and management. The provincial proposals were summarized and resolved by the working group in the upcoming time.
