The ministry assigned the Vietnam Road Administration to coordinate with the Hanoi Department of Construction to determine the investment scope and implementation schedule for the section overlapping Hanoi's Ring Road 3, ensuring the route is developed as an integrated corridor.

The agency will also work with the existing BOT operator to review previous agreements and propose amendments where necessary.

Dong Son Holdings had earlier sought permission to prepare the proposal, saying it is the controlling shareholder with a 58% stake in the BOT project that upgraded the Hanoi–Bac Giang section of National Highway 1 and is currently responsible for operating the route.

The existing highway upgrade project was completed and opened to traffic in April 2016, with toll collection beginning the following month. Under the BOT contract, the investment is expected to be recovered over approximately 21 years.

Under Vietnam's national road network plan for 2021–2030, with a vision to 2050, the Hanoi–Bac Giang–Lang Son (Huu Nghi border gate) expressway will span about 137 km with six to eight lanes. The 46-km Hanoi–Bac Giang section is planned to be expanded to eight lanes with a design speed of 120 kph.
