Ministry of Construction reviews progress on social housing projects in Bac Ninh

BAC NINH – A delegation from the Ministry of Construction, led by Deputy Minister Nguyen Van Sinh, inspected the implementation of Vietnam’s national programme to build at least one million social housing units for low-income households and industrial workers in the 2021-2030 period during a visit to Bac Ninh province on October 2.

Provincial officials said Bac Ninh had earmarked about 352 hectares for social housing development in zoning and detailed planning schemes, with the capacity to provide around 170,000 units once completed.

So far, the province has launched 83 projects on a total of 289.5 hectares, expected to deliver more than 118,000 units.

Of these, 34 projects covering 78.9 hectares have been completed or partially completed, supplying 23,437 finished units and another 7,289 under construction.

Fifteen projects, occupying 46 hectares, are under or about to begin construction, which are expected to provide 14,432 units. A further 36 projects, covering 164.2 hectares, are still in land clearance and preparation stages, with capacity for 72,866 units.

Since the beginning of 2025, Bac Ninh has completed 12,649 units, reaching nearly 80% of the target of 15,920 units assigned by the prime minister.

Three projects currently under construction are set to deliver another 3,636 units by the end of this year, which would allow the province to essentially meet its annual goal.

The provincial Department of Construction recommended that the ministry propose government guidelines on social housing pricing under the new Housing Law, leasing procedures and contract templates for developers renting units to enterprises and clearer regulations on investment approval for social housing projects that have not yet been authorized.

At the meeting, Deputy Minister Sinh praised Bac Ninh’s progress, calling the results “encouraging” in the context of the national housing programme.

He urged the province to continue supporting developers to keep projects on schedule, expand the supply of affordable housing and make it easier for workers to access housing stock.

He also stressed the need to update investment cost data for social housing projects and streamline administrative procedures to attract more resources into the sector.

The Deputy Minister asked members of the delegation to review Bac Ninh’s proposals, consolidate them and suggest solutions to remove obstacles, promising that the ministry would respond to the province in writing as soon as possible.

Later in the day, the Deputy Minister and delegation visited several social housing projects in Bac Ninh, including projects in Tan Tien ward and Bac Giang ward within new urban zones.

Vietnam has set a target of building at least one million social housing units nationwide by 2030 to address shortages for low-income households and workers in industrial parks, as the country faces rising urbanization and housing demand.
