In 2023, the province faced many difficulties and challenges, but 17 out of 18 major socio-economic development targets set out were completed and surpassed. In particular, the province ranked first nationwide in the gross regional domestic product (GRDP). To attain those achievements, what solutions did the province focus on and what were the key, breakthrough ones?

First of all, 2023 was a very difficult year, not only for Bac Giang but for the whole country and the world. Bac Giang has very large economic openness, so any impact of the world economy will immediately affect it. However, surfing difficulties and challenges, the province's economic growth rate reached 13.45%, ranking first in the country, a very impressive figure.

To achieve the above results, the provincial People's Committee promptly directed the implementation of many solutions, especially early identifying difficulties and obstacles, forecasting the situation, clearly pointing out the advantages as well as difficulties and disadvantages to strive for the highest goal of economic growth. 

The province identified attracting investment in industrial development as a breakthrough creating a driving force for growth. This is the field that creates the most jobs and the biggest added value, and is also the province's strength and advantage.

Consistent with the above goal, one of the solutions highly focused by the provincial People's Committee was well implementing site clearance and compensation, forming new industrial parks (IPs). During the year, the province established, completed site clearance for and filled the Tan Hung Industrial Park in Lang Giang district. This was a record of the province. 

Also in 2023, Bac Giang basically cleared the ground for the Yen Lu Industrial Park in Yen Dung district; complete site clearance for the expanded Quang Chau Industrial Park and continued this work for the expanded Hoa Phu Industrial Park in Hiep Hoa district. Land clearance was also sped up for a series of industrial clusters, thereby creating clean land funds to attract investors. It means that more new factories and projects will soon be formed and put into operation.

In the witness of Prime Minister Pham Minh Chinh, at the Vietnam - Japan Economic Forum on December 16, 2023, Chairman of the provincial People's Committee Le Anh Duong presented a memorandum of understanding on the 250 million USD investment of AEON Mall Vietnam Co., Ltd. in a commercial center in Bac Giang province.

A good sign is that many large projects invested in previous years became operational in 2023, thanks to the province’s efforts to proactively accompany investors, promptly removing all difficulties and obstacles facing them. In fact, the construction of factories in the province took place very fast, with many at record speeds. For example, at the Hoa Phu Industrial Park, and most recently the Viet Han Industrial Park, only one year after establishment, many factories have appeared and come into operation.

In addition to industrial development, to create breakthroughs, what fields did the province focus on?

The province also focused on developing trade, services, agriculture and many other industries and fields. Besides the central area, the province also paid attention to the districts, creating conditions for them to develop trade and services both during the day and at night. 

As a result, the province’s growth rate improved, with total retail sales of goods and service revenue estimated at 56.5 trillion VND (2.33 billion USD). Millions of tourists coming to Bac Giang contributed positively to the economy and people's income.

Determining agriculture as the "pillar" of the economy, the province continued to develop it towards large-scale production, with cooperation and linkages under value chains. Key products such as lychee, grapefruit, orange and guava gradually improved their production processes up to advanced standards, resulting in better quality and favorable sale. Products under the One Product One Commune (OCOP) programme increased to 290, creating jobs and income for local people as well as changing their production methods.

Thanks to focusing on production development, while many provinces saw negative export growth in 2023, Bac Giang continued expansion momentum, reaching 27.4 billion USD. But greater than the above figure are the province's growing production scale and more products created, positively contributing the local economic growth.

In directing and implementing tasks, Bac Giang has been praised by the Government for many creative ways, demonstrating the spirit of “daring to think and daring to do” for the common good. Could you please tell us how that spirit has been showed in reality?

The province's creativity and spirit of “daring to think and daring to do” have been reflected in many projects and tasks. In fact, in many legal regulations, there are still bottlenecks and irrationalities. 

Some provinces have solutions to solve them, but some stop and wait. Bac Giang chose the first option and the Nhu Nguyet Bridge project (phase 2) on the Hanoi - Bac Giang Expressway is a proof. At the bridge inauguration ceremony, Prime Minister Pham Minh Chinh praised and appreciated the province’s creativity and spirit of “daring to think and daring to do” for the common good.

In addition to Nhu Nguyet Bridge (phase 2), there are many projects demonstrating that spirit, such as the project to build Ha Bac 2 Bridge connecting with Bac Ninh province, Hoa Son Bridge to Thai Nguyen province and Dong Viet Bridge to Hai Duong province. We can say that when the legal provisions showed problems and inadequacies, with collective intelligence, mettle and responsibility for the common good, we have overcome all.

Creativity and the spirit of “daring to think and daring to do” have been also shown in the province's timely promulgation of many mechanisms and policies that are said to pave the way and create breakthroughs in such fields as agricultural development, education and training, science and technology, startup and innovation. 

These mechanisms and policies all came from careful research of guidelines and policies, and thorough assessment of the realities, so when applied, they were highly effective. Recently, Bac Giang was honored to be one of three localities in the country to win the title of "Outstanding locality in building a startup ecosystem in 2023".

The province has actively detected irrationalities in the legal system to propose the Government to amend and supplement. If we did not focus on directing and implementing, and seriously research and evaluate the situation, we would not detect shortcomings and inadequacies. Many recommendations and proposals of the province have been accepted and applied nationwide by the Government.

2024 is a decisive year in completing the targets set by the Resolution of the 19th provincial Party Congress. Recognizing such importance, the provincial People's Committee proposed to the provincial Party Committee specific targets, tasks and solutions, which have recently been approved by the provincial People's Council. 

The province set an economic growth target of 14.5% in 2024, higher than the 2023 level. In particular, it requires agencies at all levels, sectors, and localities to continue to cooperate with and create the most favorable conditions for businesses to invest in production and business development. 

When having a good investment and business environment, receiving attention and facilitation in all aspects such as land issues and administrative procedures, and having difficulties removed by local authorities, businesses will operate effectively and feel secure in developing production. The province will focus on supporting foreign investment projects so that they can be implemented as soon as possible.
