1.1 trillion VND in emergency aid allocated to four flood-hit provinces

Under the decision, Khanh Hoa will receive 150 billion VND, Lam Dong 300 billion VND, Gia Lai 150 billion VND, and Dak Lak 500 billion VND, in line with the proposal submitted by the Ministry of Finance.

Deputy Prime Minister Ho Duc Phoc on November 23 signed a decision approving an emergency aid allocation of 1.1 trillion VND (41.74 million USD) from the central budget’s 2025 contingency fund to four provinces – Khanh Hoa, Lam Dong, Gia Lai and Dak Lak – to address severe damage caused by recent floods.

Relief supplies are loaded onto a helicopter for delivery to residents who remain isolated by floodwaters in the south-central provinces.

Under the decision, Khanh Hoa will receive 150 billion VND, Lam Dong 300 billion VND, Gia Lai 150 billion VND, and Dak Lak 500 billion VND, in line with the proposal submitted by the Ministry of Finance.

The People’s Committees of the four provinces are responsible for managing and utilising the aid in a transparent and accountable manner, ensuring it is used for the correct purposes and delivered to the right beneficiaries, in full compliance with regulations on the State budget and all relevant legal provisions, while preventing any loss, waste or wrongdoings.

According to authorities, floods sweeping across central and south-central localities have left 102 people dead or missing, with thousands of homes inundated or destroyed.

A report from the Department of Dyke Management and Disaster Prevention, updated by 7:00 on November 23, showed 90 confirmed fatalities and 12 people still unaccounted for, a significant increase compared to 24 hours before.

Dak Lak has been the hardest-hit, with 63 deaths and eight missing. Khanh Hoa has reported 14 deaths and two missing, while Lam Dong has recorded five fatalities. Other provinces and cities reporting casualties include Quang Tri, Thua Thien-Hue, Da Nang and Gia Lai.

Dak Lak authorities are distributing a total of 2,000 tonnes of rice to residents in 24 communes and wards in the province severely affected by the flooding.

So far, 160 tonnes have been delivered to Tuy An Nam and Son Hoa communes. On November 23, an additional 380 tonnes were set to be delivered to Tuy An Tay, Tuy An Dong, Son Thanh, O Loan communes and Tuy Hoa ward – all among the worst affected by the floods.

The distribution of rice is expected to be completed by November 26.
