The province sets a target that digital infrastructure will ensure a monthly per-capita mobile broadband subscription of 14 GB by 2025 and 27 GB by 2030, and a mobile information access station (including 5G small cells) in a radius of at least 0.22 km. The province's rate of IoT devices per 100 people will reach 75-100 by 2025 and 150-200 five years later, especially in key areas such as smart traffic, smart health, smart education, smart agriculture, smart industry and smart environment to build smart urban infrastructure. Bac Giang also aim to build a concentrated IT industrial park to attract digital technology enterprises to invest in developing digital products, information technology, and electronics, telecommunications, software and digital content.

In the coming time, Bac Giang and related localities will pay attention to building and upgrading inter-provincial optical transmission lines (including backup transmission lines) spanning Hanoi, Hung Yen, Hai Duong, Quang Ninh, Lang Son, Bac Giang, Bac Ninh and Hanoi. In addition, the intra-province optical transmission lines will be upgraded to meet the demand for developing broadband services and smart cities. The province will make all telecommunications cable network infrastructure in new industrial parks, residential areas, urban areas, and roads; as well as 40 – 50 percent in existing ones underground.

The province will focus on investing in information technology, telecommunications and digital infrastructure, striving to develop broadband optical network infrastructure to all villages by 2025. Over 80 percent of households are expected to have a fiber-optic Internet line; over 50 percent of the population will have electronic payment accounts; and all residential areas will be covered with 5G network. The province will give priority to digital transformation in a number of key sectors and fields such as education, health, transport, agriculture and environmental resources; and develop Bac Giang city towards a green, smart and modern urban center. In the 2026 - 2030 period, the province will widely develop smart urban areas in the centers of districts and link smart urban services with a people-centered digital government system.

With its high political determination, the provincial Party Committee strives to issue a resolution on digital transformation in April 2021 so that leaders of the Party committees and authorities at all levels will join in the process, determining digital transformation as the responsibility of the whole political system, businesses and people. The provincial People's Committee will devise an action programme to define what to be done and responsibilities of each level, sector, agency and unit; promote communications to change the perception of agencies at all levels, sectors as well as each official and Party member on digital transformation; and spend adequate resources on digital transformation...

Currently, the province has 1,422 base transceiver stations (BTS). All communal People's Committees have been connected to high-speed Internet, and covered with 3G and 4G networks. There are over 1.77 million mobile phone subscribers, of whom about 72 – 75 percent use smartphones; and over 1.25 million Internet subscribers. The total telecommunications and Internet revenue in the province reached over 1.9 trillion VND (82.2 million USD) in 2020.
