Entering 2023, the pivotal year of implementing the resolutions of Party congresses at all levels for the 2020-2025 term, we were full of confidence and determination to continue to create new breakthroughs in development, especially after going through unprecedented difficulties and challenges in 2021 and 2022.

With the determination to promote development and create momentum for the successful realisation of the goals set in the Resolution of the 19th provincial Party Congress, along with the action motto "all difficulties and obstacles must be removed in a timely manner", the entire Party Committee, authorities at all levels, business community and people from all walks of life in the province promoted the spirit of solidarity, determination and desire for development, and exerted every effort to "overcome headwinds", achieving impressive, outstanding and comprehensive results in all fields.

We have entered 2024, a year of special significance determining the results of the entire 2020-2025 term. We are excited with the results achieved since the beginning of the term. However, there are still many very important tasks that need to be focused on in the near future.

Firstly, we need to promote valuable lessons learned in recent times, especially boosting the internal strength of human factor, the spirit of solidarity, and the strength of great solidarity of the entire people; raise self-reliance, self-resilience, determination and desire for development in the entire Party Organisation, political system and people of all strata in the province to overcome difficulties and successfully complete all tasks.

Secondly, we should continue to focus on performing well the key task of building the Party and a truly pure and strong political system.

Thirdly, we must focus on drastically implementing measures to promote synchronous development in all three economic sectors: industry, agriculture and services, as well as fundamental solutions to improve institutions, mechanisms and policies; promoting infrastructure development; improving the quality of human resources. 

At the same time, efforts will be made to improve the investment and business environment, support and create favourable conditions for people and businesses to develop production and business; arouse and promote the spirit of innovation, the application of information technology and digital transformation to create comparative advantages, attract resources, and promote development.

In particular, it is necessary to maximise all resources to complete the goals of rearranging district- and commune-level administrative units, expanding Bac Giang city and establishing Chu township in 2024 to expand space and create a new development driving force.

Fourthly, we should combine economic growth with comprehensive socio-economic development.

Fifthly, we must perform well the tasks of ensuring national defence and security, maintaining political security, social order and safety, and ensuring a secure and safe environment for development; continue to promote diplomatic activities, enhance the image and position of the province, and attract external resources for local development.

Sixthly, it is necessary to promote the patriotic emulation movement, promptly praise and replicate role models and new, creative and effective methods, creating a vibrant and widespread emulation atmosphere in agencies, units, localities, and communities, contributing to the successful fulfillment of the set goals and tasks.

A new spring has arrived, bringing with it confidence and expectations for a successful year 2024. We firmly believe that with the tradition of solidarity, determination and desire for development in the entire Party Organisation, authorities at all levels and people of all ethnic groups in the province, Bac Giang will firmly step on the path of integration and development, becoming increasingly rich, prosperous, and happy.
