Bac Giang reduces time, increases efficiency in handling administrative procedures
Shortening processing time
Bac Giang province is assessed by the Bureau for Administrative Procedures Control under the Government Office as a locality proactive in reviewing and applying information technology to handling administrative procedures. It has cut down processing time, creating favorable conditions for individuals and organizations to carry out administrative procedures.

Every year, the provincial People's Committee directs departments and agencies to review and cut processing time by at least 20-30% for procedures with a duration of 15 working days or more, creating the most convenience for people and businesses.
The provincial Public Administration Service Center coordinates with the Department of Internal Affairs - Administrative Procedures Control under the Office of the provincial People's Committee to review and make a list of administrative procedures that need processing time cuts.
According to Nguyen Van Duan, Director of the center, based on the previous proposals of departments and agencies and through monitoring the process of handling documents on the system, the center has proposed to further shorten the processing time for some procedures, especially those directly related to investment, production and business activities, and investment policy approval.
In the 2021-2022 period, the province reviewed 245 administrative procedures and proposed to simplify 43 of them. In 2022 alone, the province cut the processing time by at least 30% compared to current regulations for 277 administrative procedures.
For example, the Department of Health has 21 out of 24 administrative procedures with processing time cut by 30-50% compared to current regulations. Meanwhile, the provincial Industrial Parks Management Board has 11 out of 24 procedures.
Efforts to increase the rate of applications returned before schedule
In 2023, the provincial Public Administration Service Center continues to coordinate with relevant agencies to review the list of procedures that can be simplified, while paying special attention to increasing the rate of documents processed before schedule, instead of just reducing the waiting time for processing documents.

The Department of Agriculture and Rural Development has proposed to simplify three administrative procedures in the fields of agricultural, forestry and fishery product quality management, husbandry and veterinary medicine. It has advised the Chairman of the provincial People's Committee to issue six decisions announcing the list of administrative procedures under its management. The decisions are publicized at the provincial Public Administration Service Center and the unit's website in paper and QR codes. The department's rate of processing documents before deadline reached more than 95%.
After seven years of operation, the model of the center has brought many positive results, contributing to the province's overall success in reforming administrative procedures, improving the investment environment, and increasing satisfaction and building a professional and modern administration in service of people.
Regarding the coming tasks, the center will continue to invest in facilities, equipment and working conditions for officials and civil servants to better serve people and businesses. It will strengthen monitoring and strict control of the process of receiving and handling administrative procedures by departments, agencies and units both in reality and on their software systems.
The center plans to inspect cases with overdue documents or those that have to add documents in order to have solutions; maintain periodic interviews with people and businesses performing administrative procedures at the center.
It will continue to effectively implement the single-window mechanism, and coordinate to review administrative procedures eligible for "five on-the-spot" resolution and put electronic processes into place at the center and the district-level one-stop-shop units.
